TRUSTEES, DOCTOR NIVENS AND THE LAMAR CCSD COMMUNITY, THOSE WHO HAVE JOINED US IN PERSON AND VIRTUALLY TONIGHT, THIS EVENING, WE ARE HONORING HONORING TWO OUTSTANDING GROUPS OF STUDENT ATHLETES FROM FOSTER HIGH SCHOOL WHO CONTINUE TO MAKE WAVES HERE EACH YEAR AT THE TEXAS U.I.L WATER POLO TOURNAMENT. THEY MAKE A SPLASH. OKAY, HERE WE GO. SINCE U.I.L.FIRST INTRODUCED WATER POLO IN 2022, FOSTER HIGH SCHOOL HAS EMERGED AS A POWERHOUSE IN BOTH THE BOYS AND GIRLS DIVISIONS. UNDER THE LEADERSHIP OF COACH NICHOLAS KOELZER, BOTH TEAMS HAVE CONSISTENTLY FINISHED THE FINAL FOUR EVERY YEAR FROM 22 TO 25, REPRESENTING FOSTER HIGH SCHOOL AND THE DISTRICT AT THE HIGHEST LEVEL OF COMPETITION, AND ONCE AGAIN THIS YEAR, BOTH TEAMS ADVANCED TO THE PLAYOFF BRACKETS AS REGIONAL CHAMPIONS, AND BOTH OUR FOSTER BOYS AND GIRLS WATER POLO TEAM MADE US INCREDIBLY PROUD BY ADVANCING ALL THE WAY TO THE STATE SEMIFINALS IN SAN ANTONIO ON FRIDAY, OCTOBER 24TH. IN THE EARLY SEMIFINAL GAME THAT MORNING, THE BOYS FACED HEBRON HIGH SCHOOL FROM LEWISVILLE. THEY FELL BEHIND EARLY BUT MOUNTED A STRONG COMEBACK, CUTTING THE LEAD TO JUST ONE GOAL IN THE FINAL MINUTES. BUT DESPITE THEIR BEST EFFORTS, THEY ULTIMATELY LOST 16 TO 14, BUT THE BOYS RETURNED HOME FROM SAN ANTONIO AS STATE BRONZE MEDALIST WITH AN IMPRESSIVE 24 FIVE RECORD. GIVE IT UP FOR OUR BOYS. MEANWHILE, IN A THRILLING AFTERNOON MATCH AGAINST MARCUS HIGH SCHOOL FROM FLOWER MOUND THAT ALSO CAME DOWN TO THE FINAL MINUTES, THE FOSTER GIRLS PLAYED THEIR HEARTS OUT. THEY JUMPED TO AN EARLY LEAD WITH MARCUS, AND THEN MARCUS TOOK THE LEAD FOR THE FIRST TIME.
MIDWAY THROUGH THE FOURTH QUARTER, FOSTER FOUGHT HARD AND THE GIRLS FINISHED THE SEASON 20 611, GOING UNDEFEATED IN THE REGULAR SEASON AND ALSO RETURNING HOME FROM SAN ANTONIO AS STATE BRONZE MEDALIST. CONGRATULATIONS, LADIES! IT HAS BEEN ANOTHER REMARKABLE SEASON FOR BOTH OF THESE TEAMS AS THEY SET THE STANDARD FOR EXCELLENCE IN TEXAS. GOOD EVENING, DOCTOR NIVENS, BOARD OF TRUSTEES. MADAM PRESIDENT, TONIGHT I HAVE THE OPPORTUNITY TO INTRODUCE YOU TO OUR TWO POLICE OFFICERS THAT ARE NEW TO LAMAR POLICE DEPARTMENT. FIRST, I HAVE BRANDON HARRIS, WHO BEGAN HIS LAW ENFORCEMENT CAREER IN MISSOURI CITY POLICE DEPARTMENT AS A RESERVE OFFICER IN 1995, TRANSITIONED TO FULL TIME SERVICE IN 1996. OVER THE YEARS, HE HAS HELD A SUPERVISORY ROLE ACROSS EVERY DIVISION, INCLUDING PATROL, CRIMINAL INVESTIGATIONS, SUPPORT SERVICES AND ADMINISTRATION, CULMINATING WITH HIS LAST APPOINTMENT AS THE CHIEF OF POLICE FOR THE CITY OF MISSOURI CITY. HE IS A GRADUATE OF BILL BLACKWOOD LAW ENFORCEMENT MANAGEMENT INSTITUTE OF TEXAS AND THE FBI NATIONAL ACADEMY. BRANDON AND HIS WIFE, TRACI, HAVE BEEN MARRIED FOR 33 YEARS AND ARE PROUD PARENTS TO TWO CHILDREN WHO ATTENDED LAMAR CISD SCHOOLS FROM KINDERGARTEN ALL THE WAY TO HIGH SCHOOL. HIS DEDICATION TO COMMUNITY ENGAGEMENT AND PROACTIVE POLICING HAS EARNED HIM NUMEROUS COMMENDATIONS, INCLUDING LIFE SAVING AWARDS AT HIS RESPECTIVE AGENCIES. BEYOND HIS PROFESSIONAL DUTIES, OFFICER HOWARD ENJOYS PARTICIPATING IN TRAIL RIDES WITH THE HOUSTON LIVESTOCK SHOW AND RODEO AND PLAYING BASKETBALL. I WAS INVITED BY THEIR RANDOM ACTS OF KINDNESS CLUB TO GO TO LUNCHES OF LOVE ON AN INNOVATIVE DAY, AND I WAS JUST BLOWN AWAY BY HOW MUCH DEDICATION THOSE TEACHERS GIVE, NOT ONLY TO THEIR CLASSROOMS, BUT ALSO TO A CLUB AND TO SHOW OUR STUDENTS SERVICE. IN THAT WAY, WE WE CAN'T REPLICATE BEING THERE AND DOING IT AND GETTING OUR HANDS DIRTY IN IT. AND SO WE LEARNED WHEN WE WERE THERE THAT LUNCHES OF LOVE MAKES APPROXIMATELY 2400 LUNCHES EVERY WEEK TO FEED OUR STUDENTS OVER THE WEEKENDS. AND SO BEING ABLE TO WATCH THOSE KIDS AT WERTHEIMER MAKE THOSE LUNCHES WAS JUST VERY HEARTWARMING. AND SO I WANT TO THANK THOSE TEACHERS FOR TAKING THE TIME TO GIVE THAT EXPERIENCE TO THOSE KIDS. THIS BOARD MEMBER SHOUT OUT IS BROUGHT TO YOU BY THE LETTERS M AND O, WHICH IS FOR MAINTENANCE AND OPERATIONS. I WANT TO GIVE MASSIVE PROPS AND THANK YOUS TO OUR MAINTENANCE AND OPERATIONS TEAM. MASSIVE PROPS TO MAINTENANCE AND OPERATIONS TO OUR CUSTODIAL CREWS ARE GROUNDS CREWS. OUR FACILITY CREWS. THANK YOU FOR CREATING THE SPACE WHERE OUR STUDENTS CAN BE SAFE. I HAD A FIRST CLASS TOUR OF OUR NEW TRANSPORTATION BUILDING ON HIGHWAY 36 IN ROSENBERG. I WENT THERE WITH SUPERINTENDENT NIVENS AND I WANT TO GIVE A SHOUT OUT TO STEFAN CASE, WHO GAVE US A TOUR AROUND AND TOLD US ALL ABOUT THE DIFFERENT THINGS THAT HAPPENED AT THAT BUILDING. IT'S A VERY NICE BUILDING. IT'S ONE OF THE SIX NEW BUILDINGS THAT WE OPENED THIS YEAR IN THE SCHOOL DISTRICT. THE OTHER THING AFTER THAT, I WENT OVER TO THE MAINTENANCE AND OPERATION BUILDING AT LAMBERT, AND I DIDN'T PLAN THIS, BUT I HADN'T BEEN TO THAT BUILDING SINCE 2019 WHEN IT FIRST OPENED. AND SO WE WENT OVER THERE AND A SHOUT OUT TO KEITH WILLIAMS FOR GIVING US A TOUR OF THAT BUILDING AND TELLING ME ALL ABOUT WHAT HAPPENS THERE. AND THE CUSTODIAL DEPARTMENT IS ALSO HEADQUARTERED THERE. SO GOT TO MEET THOSE FOLKS AND THE SUPERVISORS THERE. SO THANK YOU TO ALL THOSE FOLKS. TO GIVE SOME PERSPECTIVE TO THIS AND A LITTLE BIT OF BRIEF HISTORY OF ASSESSMENT IN TEXAS, THE TEXAS ASSESSMENT PROGRAM BEGAN IN 1979, WHEN THE 66TH LEGISLATIVE SESSION ENACTED A LAW REQUIRING BASIC SKILLS, COMPETENCIES IN MATH, READING, AND WRITING FOR GRADES THREE, FIVE, AND NINE.SINCE THEN, EVERY GENERATION OF TESTING AS THE CURRICULUM, AS WELL AS STUDENT EXPECTATIONS HAVE EVOLVED FROM ASSESSING BASIC SKILLS AND TO ASSESSING NOW ACADEMIC READINESS. SO IF WE LOOK AT EACH GENERATION OF TESTING THAT WE'VE HAD IN THE STATE OF TEXAS, STARTING OUT WITH 1980, IT WAS A TRUE TEST OF BASIC SKILLS. THEN IT EVOLVED INTO THE TEAM'S TEST, WHICH WAS TEST OF MINIMAL SKILLS, THEN ACADEMIC SKILLS, KNOWLEDGE AND SKILLS. AND THE CURRENT GENERATION THAT WE'VE HAD SINCE 2012, WHICH IS THE ASSESSMENTS OF ACADEMIC READINESS. TO GIVE A LITTLE BIT OF COMPARISON, WHAT YOU SEE ON THE LEFT IS AN EXIT LEVEL MATH QUESTION FROM 1982, AND THE ORIGINAL BASIC SKILLS TEST. WHAT YOU SEE ON THE RIGHT IS A QUESTION FROM THE 2025 PRACTICE STAR TEST. SO THE EXPECTATIONS OVER THE LAST 45 YEARS ARE MUCH DEEPER TODAY THAN THEY ARE WHERE WE STARTED THIS PROCESS IN 1980. THE CURRENT SCOPE OF STAR TESTING IS THAT WE GIVE A READING LANGUAGE ARTS TEST IN GRADES THREE THROUGH EIGHT. WE HAVE AN END OF COURSE, ENGLISH ONE AND ENGLISH TWO. TEST WRITING IS INTEGRATED AS A COMPONENT OF THOSE TESTS. MATH. WE GIVE GRADES THREE THROUGH EIGHT AND ALGEBRA ONE. AND OF COURSE SCIENCE GRADES FIVE EIGHT AND BIOLOGY AND THEN SOCIAL STUDIES GRADE EIGHT IN US HISTORY. HOUSE BILL EIGHT CAME OUT OF THE SECOND CALLED SESSION OF THE 89TH TEXAS LEGISLATURE. IT WAS SIGNED INTO LAW BY GOVERNOR ABBOTT IN SEPTEMBER OF 25. THERE WILL BE SOME MINOR CHANGES TO THE CURRENT AND 2627 SCHOOL YEARS. HOWEVER, THE THE BILL DOES REPEAL AND REPLACE THE STAR TEST. BEGINNING. BEGINNING WITH THE 2728 SCHOOL YEAR. IT ALSO REVISES SEVERAL ACCOUNTABILITY REQUIREMENTS THAT WILL IMPACT A THROUGH F ACCOUNTABILITY REFRESH THAT WILL OCCUR IN 2028. THE MINOR CHANGES THAT WE ANTICIPATE FOR THIS YEAR AND NEXT YEAR IS A REPEAL OF THE PROHIBITION AGAINST STARTING STAR ON A MONDAY. IT'S NOW REQUIRED THE DISTRICT'S HELP PARENTS ACCESS THE TEXAS ASSESSMENT FAMILY PORTAL, AND TIA ALSO MUST REVISE THE ASSESSMENT FAMILY PORTAL TO MAKE IT EASIER FOR PARENTS TO ACCESS AND NAVIGATE. STARTING WITH THE 2728 SCHOOL YEAR AND BEYOND. WE HAVE SIGNIFICANT CHANGES TO THE ASSESSMENT SYSTEM. FIRST OF ALL, IS THE ELIMINATION OF THE STAR TEST AND THE INTRODUCTION OF A NEW GENERATION OF TESTS CALLED THE STUDENT SUCCESS TOOL. THE STUDENT SUCCESS TOOL WILL BE SHORTENED IN LENGTH WHEN COMPARED TO THE STAR TEST.
THERE WILL ALSO BE A MOVEMENT FROM ONCE A YEAR TESTING TO THREE TIMES A YEAR TESTING, SIMILAR TO WHAT WE HAVE WITH THE NWEA MAP TEST. THE BEGINNING OF THE YEAR WINDOW WOULD BE IN SEPTEMBER. FOR THIS, DISTRICTS MAY SELECT A EITHER A COMMISSIONER OR APPROVED ALTERNATIVE, OR THEY CAN STAY WITH THE STATE TEST MIDDLE OF THE YEAR, WHICH WOULD BE AROUND JANUARY OR FEBRUARY. ONCE AGAIN, DISTRICTS MAY CHOOSE TO USE THE SAME COMMISSIONER APPROVED TEST, OR CHOOSE TO USE THE STAR OR THE THE STATE TEST THAT WILL BE PROVIDED. AND THEN AT THE END OF THE YEAR, THERE WILL BE A MANDATORY WRITING TEST IN APRIL, FOLLOWED BY READING LANGUAGE ARTS IN MAY WITH MATH AND SOCIAL STUDIES AND SCIENCE. DISTRICTS MUST USE THE STATE

USUALLY, PRELIMINARY RESULTS ARE ABOUT 2 TO 3 WEEKS AND THEN WE GET FINAL RESULTS ABOUT THREE WEEKS AFTER THAT, SO IT TAKES UP TO SIX WEEKS TO GET THE FINAL RESULTS.PERFORMANCE LEVELS HAVE TO REMAIN THE SAME YEAR OVER YEAR, WHICH IS A CHANGE BECAUSE USUALLY THE PERFORMANCE LEVELS ON THE TEST, AS FAR AS WHAT'S CALLED THE RAW SCORE, CHANGES YEAR OVER YEAR, ITEMS MUST BE REVIEWED AND APPROVED BY COMMITTEES OF TEXAS TEACHERS AND EVALUATED TO BE WRITTEN AT A GRADE APPROPRIATE READING LEVEL. THESE NUMBERS REFLECT HOW WELL STAFFED OUR DISTRICT IS AND HOW READY WE ARE TO PROVIDE HIGH QUALITY EXPERIENCE FOR OUR STUDENTS, WHILE ALSO HIGHLIGHTING THE AREAS WHERE WE CAN CONTINUE TO FOCUS OUR EFFORTS. WE'VE MADE SIGNIFICANT STRIDES OVER THE PAST YEAR TO STRENGTHEN OUR SUBSTITUTE PROGRAM AND SUPPORT OUR CAMPUSES. IN JULY 2024, WE ADDED OUR SUBSTITUTE COORDINATOR POSITION, AND SINCE THEN, OUR COORDINATOR, STACY QUARLES, HAS TRANSITIONED OUR ONBOARDING PROCESS. THAT WAS AN ONLINE MODEL ONLY TO AN IN-PERSON ORIENTATION, ENSURING THAT OUR SUBSTITUTES ARE FULLY PREPARED AND CONFIDENT AND SET UP FOR SUCCESS WHEN THEY'RE ENTERING OUR CLASSROOMS. THESE EFFORTS ARE ALREADY SHOWING RESULTS. CURRENTLY, WE HAVE 783 ACTIVE SUBSTITUTES, INCLUDING 154 SUBSTITUTES WHO HAVE BEEN ONBOARDED THROUGH OUR IN-PERSON ORIENTATION SINCE JUNE OF THIS YEAR. WE HAVE 102 SUBSTITUTES FILLING LONG TERM ASSIGNMENTS, AND THOSE COULD BE TEACHERS WHO MAY BE OUT OR A VACANCY THAT PROVIDES STABILITY AND CONTINUITY FOR OUR STUDENTS. ADDITIONALLY, OUR OVERALL FILL RATE HAS INCREASED FROM 70% DURING THE 2023 2024 SCHOOL YEAR TO 74% OVER THE 2024 2025 SCHOOL YEAR. WE'VE ALSO RECEIVED VALUABLE FEEDBACK THAT WHILE PROGRESS HAS BEEN MADE, ADDITIONAL IMPROVEMENTS ARE NEEDED TO MAKING THE HIRING PROCESS QUICKER AND MORE EFFICIENT. IN RESPONSE, WE ARE IMPLEMENTING A FAST TRACK HIRING OPTION FOR OUR RETIRED TEACHERS AND FORMER ISD TEACHERS TO ACCELERATE THEIR ONBOARDING PROCESS INTO THE SUBSTITUTE POOL. OTHER COMMON REASONS INCLUDED UNTIMELY RESIGNATIONS AT 16%, PERSONAL AT 13%, EMPLOYMENT AT ANOTHER TEXAS SCHOOL DISTRICT AT 10%, AND REGULAR RETIREMENT AROUND 11%. SMALLER PERCENTAGES ACCOUNTED FOR RELOCATION, DOMESTIC RESPONSIBILITIES, CAREER CHANGES, OR HEALTH RELATED REASONS. SO THIS DATA TELLS US THAT WE HAVE STRONG EDUCATORS IN OUR SYSTEM, AND EVEN THOSE WHO RESIGN FREQUENTLY LEAVE WITH POSITIVE PERFORMANCE HISTORIES. OUR OPPORTUNITY MOVING FORWARD IS TO STRENGTHEN THE SUPPORTS AND CONDITIONS THAT ENCOURAGE THESE HIGH PERFORMING TEACHERS TO BUILD LONG TERM CAREERS HERE IN LAMAR CISD. AS WE LOOK AT TEACHER TURNOVER FOR THE 2425 SCHOOL YEAR, YOU'LL SEE A COMPARISON BETWEEN THE STATE OF TEXAS, THE NATIONAL LANDSCAPE, AND LAMAR CISD. STATEWIDE, THE AVERAGE TEACHER TURNOVER RATE IS APPROXIMATELY 20% AND THE NATIONAL AVERAGE IS AROUND 16%.IN LAMAR CISD, OUR TURNOVER RATE WAS 11.48%. THAT MEANS THAT LAMAR CISD IS RETAINING TEACHERS AT A HIGHER RATE, REFLECTING THE STRENGTH OF OUR CULTURE, OUR SUPPORT SYSTEMS, AND THE WORK WE CONTINUE TO PUT INTO IMPROVING OUR EMPLOYEES EXPERIENCES SO THAT THEY CHOOSE TO STAY WITH OUR DISTRICT.
