IT'S AN ANNUAL EVENT THEY HOST, AND THE AWARD SPOTLIGHTS OUTSTANDING EDUCATIONAL LEADERS FROM ACROSS TEXAS. SO WE'VE NOW BEEN IMPLEMENTING FOR TWO YEARS. UFLI PROVIDES WHOLE GROUP PHONICS INSTRUCTION THAT TEACHES STUDENTS THE FOUNDATIONAL SKILLS NECESSARY FOR PROFICIENT READING. UFLI IS ALIGNED TO THE SCIENCE OF READING. THE SIMPLE VIEW OF READING STATES THAT READING COMPREHENSION IS THE PRODUCT OF DECODING AND LANGUAGE COMPREHENSION, AND UFLI ADDRESSES THE D OR DECODING PART OF THIS EQUATION. UFLI LESSONS ARE DESIGNED TO TAKE 30 MINUTES OF THE 140 MINUTE BLOCK EACH DAY. THEY INCLUDE INFORMATION TO HELP TEACHERS PREPARE THEIR CLASSROOM, AND TO TEACH STUDENTS BEHAVIORAL EXPECTATIONS AND INSTRUCTIONAL ROUTINES. THE FIRST TEN GETTING READY LESSONS ARE TAUGHT IN THE FIRST TWO WEEKS TO INTRODUCE STUDENTS TO THE SOUND WALL, AND CONCEPTS THAT WILL BE COVERED IN THE LESSONS. IN THE LESSONS, FOCUS ON SKILLS USING A SPECIFIC SCOPE AND SEQUENCE.
UFLI FOUNDATIONS TARGETS THE FOLLOWING READING SKILLS. SOUND BLENDING AND SEGMENTATION.
PRACTICE LETTER SOUND CORRESPONDENCES. DECODING OF WORDS WITH PREVIOUSLY LEARNED CONCEPTS. EXPLICIT INTRODUCTION OF NEW CONCEPTS. DECODING WHICH INVOLVES READING AND ENCODING, WHICH INVOLVES SPELLING PRACTICE, READING AND SPELLING OF IRREGULAR WORDS, AND THEN READING AND SPELLING CONNECTED TEXT. AND THAT'S WHERE STUDENTS TAKE THE NEW CONCEPTS, AND THEY'RE ABLE TO APPLY IT TO READ WORDS, SENTENCES, AND PARAGRAPHS. TO GIVE YOU AN IDEA OF HOW THOSE COMPONENTS FIT INTO THE LESSONS. STEP THREE THE AUDITORY DRILL. THE TEACHER SAYS THE SOUND. THEN STUDENTS REPEAT THE SOUND AND THEY FORM THE LETTER OR LETTER COMBINATIONS, EITHER ON DRY ERASE BOARDS OR USING PAPER.

BOTH STEPS TWO AND THREE ARE A REVIEW OF PREVIOUSLY LEARNED CONCEPTS, AND THE PURPOSE HERE IS FOR AUTOMATIC RECALL OF LETTERS AND SOUNDS. SO BUILDING AUTOMATICITY. STEP FOUR WITH THE BLENDING DRILL IS STARTS OUT WITH THE TEACHER SPELLING THE FIRST WORD. STUDENTS DECODE IT BY SAYING EACH SOUND. THEN THE TEACHER CHANGES ONE SOUND AT A TIME TO FORM A NEW WORD, AND STUDENTS READ THAT. THE FOCUS HERE IS DECODING. AND AGAIN, THESE ARE PREVIOUSLY LEARNED SKILLS. STUDENTS THEN PRACTICE READING AND SPELLING THE WORDS USING A THREE STEP PROCESS. STEP EIGHT IS THE CONNECTED TEXT SECTION. STUDENTS READ AND WRITE SENTENCES USING THE NEW CONCEPT AND PREVIOUSLY LEARNED SKILLS, AND THEN THEY READ A DECODABLE TEXT TO DEVELOP THEIR FLUENCY.
THIS IS AN EXAMPLE OF ONE OF THE DECODABLE TEXTS THAT GOES ALONG WITH LESSON 45, AND IT INCLUDES THAT NEW CONCEPT WHERE STUDENTS ARE READING OTHER WORDS, SENTENCES, AND PARAGRAPHS USING THE NEW CONCEPT AS WELL AS CONCEPTS THAT THEY'VE LEARNED PREVIOUSLY.

SO LAST YEAR WE DID PURCHASE SETS FROM FOUR DIFFERENT VENDORS OF DECODABLE TEXTS FOR ALL OF OUR ELEMENTARY CAMPUSES, AND WE HOPE TO CONTINUE TO PROVIDE ADDITIONAL RESOURCES LIKE THAT IN THE FUTURE. ONCE STUDENTS BEGIN READING SENTENCES AND CONNECTED TEXTS, WHICH USUALLY HAPPENS IN FIRST AND SECOND GRADES, THEY NO LONGER TAKE THE FOUNDATIONAL SKILLS SECTION OF MAP READING FLUENCY. SO SINCE THESE AREAS ARE PRIMARILY ASSESSED IN KINDERGARTEN, I'D LIKE TO SHARE DATA ASSOCIATED WITH LAST YEAR'S RESULTS FROM THE BEGINNING OF THE YEAR TO THE END OF THE YEAR. THIS GRAPH SHOWS THE NUMBER OF STUDENTS WHO WERE FLAGGED AS HAVING POTENTIAL READING DIFFICULTIES BASED ON PHONEMIC AWARENESS AND PHONICS. DURING THE BEGINNING

OF THE YEAR, THERE WERE 585 STUDENTS, OR 21% OF OUR STUDENTS, WHO WERE FLAGGED AS HAVING POTENTIAL READING DIFFICULTIES IN KINDERGARTEN. DURING THE END OF THE YEAR TESTING, THERE WERE 354 OR 13%, WHICH IS A DECREASE OF 231 STUDENTS OR 8%. AND KEEP IN MIND THAT THE EXPECTATIONS INCREASE AS THE YEAR INCREASES AS WELL. I'D ALSO LIKE TO SHARE SOME MAP GROWTH DATA FROM LAST YEAR FOR FIRST AND SECOND GRADES. AND NOTE THAT KINDERGARTEN DOESN'T TAKE MAP GROWTH. HERE WE SEE THAT ALL GRADE LEVELS FIRST THROUGH 12TH GRADES COMBINED WERE AT THE 54TH PERCENTILE FOR GROWTH. FIRST GRADE HAD THE HIGHEST GROWTH MEASURE OUT OF ALL GRADE LEVELS. THEY WERE AT THE 63RD PERCENTILE, AND SECOND GRADE HAD THE SECOND HIGHEST GROWTH MEASURES OUT OF ALL GRADE LEVELS IN READING AT THE 59TH PERCENTILE. OUR NEW RAD PROGRAM HAS RECEIVED A STRONG COMMUNITY SUPPORT, AND WE WILL BE LOOKING FORWARD TO HOSTING ADDITIONAL CLASSES THIS SCHOOL YEAR. WE SUCCESSFULLY EXPANDED OUR TEAM BY ADDING 20 NEW OFFICERS, NOW TOTALING 61 POLICE OFFICERS, EXCLUDING MY SUPERVISORY PERSONNEL, AND IMPLEMENTED AN ADVANCED SAFETY ADVANCED SAFETY SYSTEM ON OUR CAMPUSES ACROSS ALL SEVEN HIGH SCHOOLS. OUR OFFICERS AT LAMAR POLICE DEPARTMENT COMPLETED 8700 HOURS OF CONTINUING EDUCATION, AND WE WERE ABLE TO ESTABLISH A SMALL PATROL SECTION TO IMPROVE CAMPUS TRAFFIC SAFETY. AND TONIGHT YOU SAW WE PROUDLY RECEIVED THE ACTIVE SHOOTER PREPARATION CERTIFICATION FROM REGION FOUR, A LITTLE ABOUT OUR ADVANCED CAMPUS SAFETY SYSTEM, THE LAMAR ISD POLICE DEPARTMENT, ALONG WITH SAFETY AND SECURITY, IMPLEMENTED THE EVOLVE DETECTION SYSTEM AT ALL OF OUR HIGH SCHOOL CAMPUSES TO IMPROVE THE SAFETY. THIS TOUCHLESS TECHNOLOGY UTILIZES MODERN TECHNOLOGY TO DETECT THREATS IN REAL TIME, ALLOWING QUICK ENTRY WITHOUT EMPTYING THEIR POCKETS OR REMOVING THEIR BOOKBAGS UNNECESSARILY. OUR TOTAL ALERTS IS A LITTLE UNDER 20,000, WHICH IS INCREDIBLE BECAUSE IT'S A 6% ALERT RATE DISTRICT WIDE. I'M I'M HAPPY TO SAY THAT WE HAVE NOT DETECTED ANY WEAPONS AS OF NOW, WHICH IS GREAT THING. TERRY HAS 95% CLEARANCE RATE, LAMAR CONSOLIDATED 95 AND SO FORTH. SO THE SYSTEM IS DOING EXACTLY WHAT WE NEEDED TO DO BY ALLOWING THEM INTO THE CAMPUS UNINTERRUPTED. THE SYSTEM PERFORMANCE FEEDBACK ACCORDING TO EVOLVING NEXT GEN, THIS IS THE SMOOTHEST ROLLOUT THEY'VE EVER SEEN IN A SCHOOL DISTRICT. NEIGHBORING SCHOOL DISTRICTS ACTUALLY HAVE THE EVOLVED SYSTEM IN THE NORTH, AND THEY SAID THIS WAS BY FAR THE SMOOTHEST DEPLOYMENT OF THIS SERVICE IN A SCHOOL DISTRICT. DEPARTMENT ACTIVITIES SPANNED ACROSS THE ENTIRE DISTRICT, INDICATING A CONSISTENT LEVEL OF POLICE ENGAGEMENT THROUGHOUT THE SCHOOL YEAR. THE LAMAR POLICE DEPARTMENT RESPONDED TO OVER 5000 CALLS FOR SERVICE, RESULTING IN 1700 PLUS REPORTS DOCUMENTING CHARGES OR CAMPUS RELATED POLICE ACTIVITY.OFFICERS CONDUCTED 50 CUSTODIAL ARRESTS. ARRESTS WERE MADE IN CONNECTION WITH INCIDENTS THAT OCCURRED BOTH ON AND OFF CAMPUS. THESE INCIDENTS INVOLVED NOT ONLY STUDENTS OF LAMAR ISD, BUT ALSO INDIVIDUALS UNAFFILIATED WITH THE DISTRICT. THE SCOPE OF OUR INVESTIGATIONS AND ENFORCEMENT EXTENDS BEYOND THE SCHOOL GROUNDS. AS LAMAR C-I-S-D POLICE OFFICERS CONDUCTED 281 TRAFFIC CONTACTS WITH 52 STOPS RECORDED ALREADY RECORDED FOR THIS SCHOOL YEAR.
THIS REFLECTS A COORDINATED RESPONSE TO ENSURE SAFETY AND ACCOUNTABILITY ACROSS OUR BROADER COMMUNITY HERE IN FORT BEND COUNTY. IN ADDITION TO LAMAR, CISD HAS FORGED A STRATEGIC PARTNERSHIP WITH THE FORT BEND COUNTY DISTRICT ATTORNEY'S OFFICE, RESULTING IN THE DEVELOPMENT OF AN INVESTIGATIVE TEMPLATE. THE TEMPLATE SERVES AS A MODEL FOR OTHER LAW ENFORCEMENT AGENCIES ENFORCING JUVENILE LAW THROUGHOUT THE COUNTY WITHIN A SCHOOL SETTING, PROMOTING CONSISTENCY AND COLLABORATION IN SCHOOL BASED INVESTIGATIONS.
THE MOST COMMON CASE OUTCOME THAT WE OBSERVED WAS CASES CLEARED. EXCEPTIONALLY, PROSECUTION DECLINED, INDICATING THAT WHILE INCIDENTS WERE SUBSTANTIATED, THEY DID NOT PROCEED TO FORMAL PROSECUTION OR OTHER FREQUENT DISPOSITIONS. ALSO INCLUDED REFERRAL TO THE DISTRICT ATTORNEY'S OFFICE FOR JUVENILE DIVISION FOR SERIOUS OFFENSES, REFERRAL TO THE JUSTICE OF THE PEACE COURT FOR MINOR VIOLATIONS SUCH AS DISORDERLY CONDUCT AND TOBACCO RELATED INFRACTIONS. UNFOUNDED OR VICTIM NON-COOPERATION, WHICH LEADS TO CASE CLOSURES AND SMALLER NUMBER OF THOSE INSTANCES, AND OF COURSE, CLOSED CASES AND IN MANY INSTANCES OF CLOSED CASES. THESE CASES INDICATED THAT PROBABLE CAUSE WAS OBTAINED, THE VICTIM DESIRED PROSECUTION AND EITHER COURT SUMMONS OR THEY WERE PHYSICALLY TAKEN INTO CUSTODY. TRENDS. OVER THE 2425 SCHOOL YEAR, CALLS FOR SERVICE REMAINED STEADY THROUGHOUT THE YEAR, WITH A NOTICEABLE PEAKS IN APRIL AND MAY OF 2025, LIKELY DUE TO THE END OF YEAR ACTIVITY AND INCREASED REPORTING PRIOR TO NOVEMBER 2024. LAMAR CISD PD DID NOT UTILIZE WHAT WE CALL A CAD SYSTEM, WHICH IS COMPUTER AIDED DISPATCH, SO EARLIER DATA REFLECTS ONLY GENERATED REPORTS, NOT TOTAL CALL VOLUME.
ADDITIONALLY, OCTOBER 24TH DATA INCLUDES TEST CALLS FROM THE CAD SYSTEM TRIAL AND THAT THAT MONTH HAS BEEN LISTED AS AN OUTLIER. LAMAR ISD POLICE DEPARTMENT RECORDED INCIDENTS ACROSS MULTIPLE CATEGORIES, WITH MOST FREQUENT BEING SUSPICIOUS ACTIVITY WITH 271 CASES, ASSAULTS WITH 259 CASES AND THREATS 186 CASES OF THREATS WERE INVESTIGATED.
LAMAR ISD POLICE DEPARTMENT ALL THREATS THAT WERE MADE EITHER TO AN INDIVIDUAL OR TOWARDS THE DISTRICT IN WHOLE, WHILE THE NUMBER OF REPORTED REFLECTS THE TOTAL INVESTIGATIONS CONDUCTED, IT DOES NOT INDICATE THAT ALL OF THESE WERE CONSIDERED VIABLE THREATS. HOWEVER, THOUGH NONE WERE DEEMED VIABLE, THERE WERE ARRESTS AND CHARGES FILED. DISORDERLY CONDUCT WAS 180 CASES, AND OTHER NOTABLE INCIDENTS INCLUDED FOUND PROPERTY AT 50, THEFT 71, CRIMINAL MISCHIEF AT 43, ELOPEMENTS FROM CAMPUS 41, AND MOSTLY THOSE ARE JUVENILES THAT ARE IN THE ELEMENTARY SCHOOL WHERE POLICE ARE ARE BROUGHT OUT TO ACTUALLY BRING THEM BACK IN BEFORE THEY HURT THEMSELVES, MISSING PERSONS OR RUNAWAYS. THAT 31 WEAPONS CALLS, 23 SEX OFFENSES, 23, DRUG INVESTIGATIONS 20 AND PUBLIC INTOXICATION. I'D LIKE TO NOTE HERE THAT LAMAR PD AND LAMAR CONTINUES TO MAINTAIN A PROACTIVE INVESTIGATIVE STANCE, ESPECIALLY REGARDING THREATS AND SAFETY RELATED CONCERNS ANYWHERE IN OUR DISTRICT AND OUR COMMUNITY. AS STATED, LAMAR SAYS TPD RECORDED 50 ARREST ENTRIES ACROSS VARIOUS CAMPUSES LAST SCHOOL YEAR. THESE OCCURRED PRIMARILY IN HIGH SCHOOLS AND MIDDLE SCHOOLS.
THESE INCIDENTS HIGHLIGHT A BROAD IMPACT ACROSS THE DISTRICT, AND DUE TO THE AMOUNT OF IN-CUSTODY ARRESTS, THE DATA REINFORCES THE EFFECTIVENESS OF OUR SAFETY AND BEHAVIORAL INTERVENTION STRATEGIES, MEANING THAT NUMBER IS VERY LOW, WHICH IS REALLY GOOD CONSIDERING THE AMOUNT OF CASES THAT WE ACTUALLY WE WORKED. THE LAMAR POLICE DEPARTMENT VIEWS ARRESTS IN MOST CASES AS A LAST RESORT. LAMAR SAYS THE OFFICERS ARE REQUIRED TO JUSTIFY BOTH THE DECISION TO ARREST AND WHAT LED TO AN ARREST NOT BEING MADE. CAN YOU GIVE A VERY WELL, IT'S PROBABLY NOT EASY, BUT A SYNOPSIS OR LIKE A EXPLANATION ON WHY DISTRICTS CAN'T USE BOND MONEY TO PAY PEOPLE AND WHY, HOW TAXES WORK, WHAT I AND S MEANS, AND HOW WHERE CERTAIN MONEY COMES FROM, AND HOW WE CAN ONLY USE CERTAIN MONEY HERE TO PAY THEIR. YES, SIR. REALLY? THERE'S JUST TWO BUCKETS. I MEAN, YOU HAVE YOUR GENERAL OPERATING FUND, WHICH IS OUR MAINTENANCE AND OPERATION TAX, AND THEN YOU HAVE A FUND WHICH PAYS OUR BONDED DEBT. LAWMAKERS HAVE DEVELOPED A MECHANISM FOR SCHOOL DISTRICTS TO BE ABLE TO REPLACE REMODEL FACILITIES, BUY EQUIPMENT, HIGH VALUE ITEMS. AND THAT'S THROUGH OUR BOND PROCESS. SO THAT'S THE WAY THE STATE OF TEXAS HAS ALLOWED US TO GO PURCHASE THOSE ITEMS IS THROUGH BONDED DEBT. AND THAT'S WHAT OUR INS PAYS FOR IS THOSE THOSE HAVE A LOT OF STRICT RULES TO THEM. AND ONE OF THEM IS, IS IT CAN ONLY GO TOWARDS THE BOND PROJECTS, IT CAN GO TOWARDS TEACHER SALARY, IT CAN GO TOWARDS SUPPLIES FOR THE CLASSROOM. IT CAN'T DO ANYTHING LIKE THAT. BUT AGAIN, I DON'T KNOW IF WE HAVE A GLASS, YOU KNOW, CRYSTAL BALL TO PREDICT WHAT WHAT THE FUTURE WILL HAVE. BUT YES, SIR, AS OF RIGHT NOW, ON OUR CURRENT PATTERNS, WE WOULD BE ABLE TO MAKE OUR CURRENT DEBT WITH OUR CURRENT TAX RATE.
