IT IS A FRACTION OF THE COST OF A FOUR YEAR SCHOOL, AND THESE KIDS COME OUT OF THERE WITH A DEGREE AND THEY'RE CERTIFIED, AND THEY'RE MAKING A LOT OF MONEY RIGHT OFF THE BAT FOR A FOR A YOUNG ADULT.
SO YEAH, THEY DO GIVE SCHOLARSHIPS.
MINE IS FOR COACH SANTIAGO AT GEORGE RANCH.
SHE'S THE NEW HEAD VOLLEYBALL COACH.
MY DAUGHTER AND A LOT OF HER FRIENDS DID, LIKE, A LITTLE VOLLEYBALL CLINIC UP AT THE SCHOOL A FEW WEEKS AGO, AND I WAS GOING TO PICK THEM UP, AND I JUST WALKED INTO THE TAIL END OF THIS LITTLE, I DON'T KNOW, MOTIVATIONAL SPEECH SHE WAS GIVING THE GIRLS, AND I CAN'T EVEN REMEMBER WHAT SHE WAS SAYING, BUT IT MADE ME TEAR UP AND LIKE, THE GIRLS WERE JUST, LIKE, GLUED TO HER.

THE FUNCTIONAL AREA DESCRIBES THE FOCUS OF THE EXPENDITURE, FOR INSTANCE, WHETHER IT'S DEVOTED TO INSTRUCTION, INSTRUCTIONAL LEADERSHIP, CAMPUS LEADERSHIP, THOSE KINDS OF THINGS.
I'LL BEGIN WITH THE GENERAL FUND.
THIS IS A SNAPSHOT OF WHERE OUR PROPOSED BUDGET IS.
TOTAL REVENUES ARE $473.8 MILLION.
EXPENDITURES $473.292 MILLION.
THAT WOULD SHOW AN EXCESS OF REVENUE OF $537,740.

IF I DIVE INTO THE ESTIMATED REVENUES FIRST, THEY COME FROM THREE SOURCES IN THE GENERAL FUND LOCAL, STATE AND FEDERAL. THE BULK OF THE LOCAL REVENUES ARE FROM PROPERTY TAXES.
THE STATE FUNDING FORMULA TOTALS $264.171 MILLION.
AND THEN FROM FEDERAL SOURCES, THE BULK OF THAT BEING OUR MEDICAID PROGRAMS TOTALING 1.675 MILLION.
SO THAT GIVES YOU YOUR TOTAL OF 473.8 MILLION.

WE'RE REQUIRED TO TALK ABOUT PROPERTY VALUES AND PROPERTY TAXES.

OUR TAXABLE VALUES USED USED FOR OUR TAX LEVY ESTIMATE.

WE HAVE AN INCREASE THIS YEAR OF 12.28% OVER LAST YEAR'S VALUES.
AND I'VE GOT A FEW OF THE PRIOR YEAR VALUES THERE, WHICH AVERAGED ABOUT 9% WITH A HIGH OF 23.67% GROWTH IN 2022. THE TAX RATE THAT WE'RE USING FOR THIS ESTIMATE IS 0.6669, AND THAT'S PER $100 OF VALUE.
THE MAXIMUM COMPRESSED RATE FOR THIS THIS THIS YEAR'S BUDGET IS 0.6169.
WE HAVE WE'RE USING AN ESTIMATE OF STUDENT ENROLLMENT OF 46,174 STUDENTS.
AND AS YOU KNOW, THE THE REVENUES ARE BASED ON ATTENDANCE.
AND SO OUR AVERAGE DAILY ATTENDANCE FIGURE IS 43,634 STUDENTS.
AND THAT'S BASED ON A 94.5% 5% ATTENDANCE RATE.
SO THIS IS A LITTLE BIT MORE DETAIL OF THE BUDGET.
YOU'LL SEE THAT ABOUT 44% OF THE TOTAL BUDGET COMES FROM LOCAL SOURCES, 56% FROM STATE SOURCES, AND A LITTLE LESS THAN A HALF A PERCENT FROM FEDERAL SOURCES.
AND THOSE ARE ALL WITHIN THE GENERAL FUND.

WITHIN THE MISCELLANEOUS LOCAL REVENUES WOULD BE THINGS LIKE ENTERPRISING REVENUES, INTEREST REVENUE, RENTALS, AND THINGS LIKE THAT.IN THE 264.171 MILLION IN STATE REVENUES ABOUT 240 MILLION COMES FROM THE FORMULA AND 24 MILLION, THE BULK OF THAT BEING AN ADJUSTMENT THAT WE HAVE TO BOOK FOR TAXES ON BEHALF PAYMENTS.
AS I MENTIONED BEFORE, 1.25 MILLION OF THE FEDERAL SOURCES COMES FROM THE REVENUES.
ACTUALLY, IT'S 1.25 FROM CHARGES AND 25,000 FROM MAC.
THE NEXT BIGGEST CATEGORY IS PROFESSIONAL AND CONTRACTED SERVICES.
SO THOSE ARE CONSULTANTS AND OTHER INDIVIDUALS THAT WE MIGHT HIRE TO DO TO PERFORM WORK THAT'S NOT EMPLOYED, DONE BY EMPLOYEES AS WELL AS UTILITIES AND THINGS LIKE THAT.
SO THAT'S TOTALING FOR $41.1 MILLION, SUPPLIES AND MATERIALS OF 23.2 MILLION, ALMOST 9 MILLION.
IN OTHER OPERATING COSTS AND ALMOST 2 MILLION IN CAPITAL OUTLAY.
AS I MENTIONED, SALARIES AND BENEFITS ARE OVER 4,084% OF OUR BUDGET.
THE BOARD BUDGET COMMITTEE MADE SALARY INCREASES A TOP PRIORITY THIS YEAR, AND PREVIOUSLY ADOPTED WERE SALARY ADJUSTMENTS AND RAISES. THE STARTING TEACHER SALARY WILL BE $64,100.
TEACHERS AND OTHER STAFF PAID ON THE TEACHER SALARY SCHEDULE WILL RECEIVE A FLAT $2,000 RAISE, AND ALL OTHER STAFF WILL RECEIVE A 3% OF MIDPOINT RAISE. THERE'S THERE WAS NO INCREASE IN HEALTH PLAN PREMIUMS FOR STAFF, AS THE DISTRICT IS ABSORBING THE COST INCREASES OF THE PLAN.
THIS YEAR, WE USED ZERO BASED BUDGETING TECHNIQUES TO ENSURE THAT PRIOR YEAR BUDGETS WEREN'T JUST ROLL FORWARD, BUT THERE WAS A THOUGHTFUL ATTEMPT TO ENSURE THAT WHAT WHAT WAS NEEDED WAS ACTUALLY WHAT WAS BUDGETED.
THE ESTIMATED BUDGET FOR THIS YEAR IS $39.31 MILLION.
THE BULK OF THE REVENUES COME FROM LUNCH AND BREAKFAST SALES, AS WELL AS FEDERAL REIMBURSEMENTS.
AND YOU HAVE THE TYPICAL SAME CATEGORIES FOR EXPENDITURES.
PAYROLL AND BENEFITS FOR THE CHILD NUTRITION FUND ARE $14.1 MILLION.
AND THAT'S ROUGHLY $17 MILLION OF THE 31.391 MILLION.
YOU'LL SEE THERE THAT BOND PRINCIPAL THIS NEXT YEAR IS $42.4 MILLION OF OUR COSTS OF THIS FUND.
BOND INTEREST ARE ONE $135.2 MILLION AND THEN A SMALL AMOUNT OF FEES.
WHEN YOU CONSIDER THE SIZE OF OUR BOND PROGRAM AND OUR OUTSTANDING DEBT TO COVER THOSE COSTS.
SO PROPERTY TAXES ARE ESTIMATED AT $143.1 MILLION FOR THIS FUND, AND THEN PENALTIES AND INTEREST AND DELINQUENT TAXES OF $550,000. WE'RE ALSO GOING TO USE INTEREST EARNINGS ON INVESTMENTS AS WELL AS CAPITALIZED INTEREST THAT WAS GENERATED BY BOND SALES TOTALING 16 MILLION AND THEN STATE HOLD HARMLESS FUNDING THAT'S DEDICATED TO DEBT SERVICE.
AND THOSE ARE STATE REVENUES OF $18 MILLION, ROUGHLY, FOR A TOTAL OF $177.7 MILLION.
AS I MENTIONED BEFORE THIS, THE 2425 PROPOSED TAX RATE IS 0.6669 FOR THE ROWE FUND AND THE INTEREST AND SINKING RATE FOR DEBT SERVICE THAT I JUST MENTIONED IS $0.48.

ONE OF MY BIGGEST AMBITIONS IS TO BECOME A BLACK BELT WHILE STUDYING UNDER SENSEI BURRIS.
ONE MORE THING THAT I LEARNED IS HARD WORK IS EVERYTHING.
KARATE ISN'T EASY AND THAT'S WHY IT MAKES THAT'S WHAT MAKES IT ENJOYABLE.
THE CHALLENGES THAT MAKE YOU FEEL ACCOMPLISHED, BRINGING YOU CLOSER TO YOUR GOAL.

THIS FORCED CHOICE HAS DISRUPTED STUDENTS ABILITY TO STAY ON THEIR CHOSEN ELECTIVE TRACKS.
MEMPHIS WAS IN BAND HE'S HAD TO CHOOSE BETWEEN KICKSTART OR BAND, SO HE CHOSE KICKSTART BECAUSE THE PROGRAM MEANS THAT MUCH TO HIM.
EVERY DAY HE GOES TO KICK, KICK, START THAT DAY IS BETTER BECAUSE OF KICK START.
THIS DOUBLE P COMMITMENT THAT THEY HAVE NOW BEEN FORCED INTO LEAVES THEM EXHAUSTED AND STRUGGLING TO COMPLETE THEIR SCHOOLWORK, IMPACTING THEIR ACADEMIC PERFORMANCE AND OVERALL WELL-BEING.

THE KICK START PROGRAM GOES BEYOND JUST A PE CREDIT.
COMMENTS FROM SUPPORTERS HIGHLIGHT THE PROGRAM'S POSITIVE IMPACT, WITH MANY NOTING HOW KICK START KIDS HELPS THEIR CHILDREN FEEL BETTER, EXCEL ACADEMICALLY, AND FIND AND EMBRACE PHYSICAL ACTIVITY AND IN A MEANINGFUL WAY.

THE PROGRAM ALSO GIVES STUDENTS WHO NORMALLY WOULD NOT ENJOY A TRADITIONAL PE CLASS THE ALTERNATIVE TO FINDING JOY IN WORKING OUT, AND A LIFELONG LOVE OF AND ENJOYMENT OF PHYSICAL ACTIVITY.
OVER THE LAST TWO YEARS, I WAS ABLE TO GROW THE KICKSTART KIDS PROGRAM AT POLY RYAN AND REDDING JUNIOR HIGH LAST YEAR FROM 86 STUDENTS AT THE BEGINNING OF THE SCHOOL YEAR TO 145 STUDENTS BETWEEN BOTH CAMPUSES LAST YEAR.
THIS YEAR, I WAS EXPECTED TO HAVE A LITTLE OVER 200 STUDENTS BETWEEN BOTH CAMPUSES.
107 PREVIOUSLY SIGNED UP AT THE END OF LAST SCHOOL YEAR FOR SIXTH GRADE TO BE IN THE PROGRAM AT POLY RYAN, AND ABOUT 50 CONTINUING EIGHTH GRADERS AND ABOUT 40 SIXTH GRADE MOVING TO SEVENTH GRADE STUDENTS.

SO THIS IS THE THIRD AND FINAL SALE OF THE 2022 BOND REFERENDUM.
THAT WAS 1.5 BILLION AND SOME CHANGE THAT WAS APPROVED BY VOTERS ON NOVEMBER 8TH OF 2022.
THE ORDER AUTHORIZING THIS SALE WAS APPROVED BY THE BOARD OF TRUSTEES ON MAY 21ST, AND THE TRANSACTION CLOSED ON AUGUST THE 20TH. THE SALE WAS A NEGOTIATED SALE, WHICH IS THE METHOD WE'VE USED FOR A LONG TIME IN ORDER TO PLACE THESE BONDS. THE NEGOTIATED SALE WAS ON JULY 17TH.
IT WAS RUN BY A TEAM OF SEVEN UNDERWRITERS, WITH THE MANAGING FIRM BEING RAYMOND JAMES.

THE PROCEEDS WILL BE USED FOR TWO THINGS ONE TO FINANCE PROJECTS INCLUDED IN THE 2022 BOND REFERENDUM AND THE OTHER TO REFUND OR REFINANCE EXISTING DEBT.
WE ISSUED A PAR AMOUNT OF $345.09 MILLION.
THE INTEREST RATE RECEIVED, WHICH IS THE TRUE INTEREST COST, OR TIC, WAS 4.282%.
THE PORTION OF THIS TRANSACTION WHICH WAS THE SALE OF NEW MONEY BONDS, WE WE RECEIVED $326.9 MILLION, ROUGHLY, FOR PROJECTS 242 MILLION OF THAT IS ALLOCATED FOR PROPOSITION.
PROPOSITION A PROJECTS MAINLY THE HIGH SCHOOL COMPLEX AND THEN 84.7 MILLION FOR PROPOSITION B, WHICH WAS THE CTE CENTER. IF YOU'LL RECALL, IN PROPOSITION C, WE HAD 16.8 MILLION IN TECHNOLOGY PROJECTS, AND THAT WAS ALL SOLD IN THE FIRST SALE.
WITH THE REFUNDING OR REFINANCE PORTION OF THIS, THE DISTRICT WILL WILL REFINANCE $33.25 MILLION IN OUTSTANDING BONDS. AND THOSE WERE THE THE SERIES 2014 B BONDS.

DURING THE 2023 2024 SCHOOL YEAR.
THE SPECIAL EDUCATION DEPARTMENT UNDERWENT AUDITS BY TIA IN THE FALL OF 2023 AND BY GIBSON CONSULTANT FROM SPRING OF 2023 THROUGH SPRING OF 2024. WHILE TIA'S AUDIT CONCENTRATED ON COMPLIANCE, THE OPERATIONAL AUDIT HIGHLIGHTED BOTH STRENGTHS AND AREAS OF ENHANCING PROGRAM EFFICIENCY AND EFFECTIVENESS TO BETTER SUPPORT OUR STUDENTS RECEIVING SPECIAL EDUCATION SERVICES.
THE OPERATIONAL AUDIT ENCOMPASSED AN EXAMINATION OF THE SPECIAL EDUCATION PROGRAMS, POLICY AND GUIDANCE DOCUMENTS, FINANCIAL DATA, PROGRAM INFORMATION, STUDENT AND EMPLOYMENT DATA, AND SCHOOL ENROLLMENT AND PERFORMANCE DATA.
FOR THE PEER ANALYSIS THE DISTRICTS REVIEWED WERE CLEAR CREEK ISD, KLEIN ISD, LEWISVILLE ISD, AND PLANO ISD. AS MENTIONED EARLIER, WE RECEIVED FIVE COMMENDATIONS.
ACCOUNTABILITY. THE SECOND COMMENDATION RECOGNIZES THE GROW YOUR OWN PROGRAM, WHICH.
EFFECTIVELY ADDRESSES STAFF SHORTAGES.
THE THIRD COMMENDATION APPLAUDS OUR HIGH INCLUSION RATE, NOTING THAT 69.1% OF OUR STUDENTS WITH DISABILITIES PARTICIPATE IN GENERAL EDUCATION SETTINGS FOR MORE THAN HALF OF THE SCHOOL DAY.
THE FINAL TWO COMMENDATIONS PERTAIN TO THE DEPARTMENT'S PROGRAM MANUALS AND THE COMPREHENSIVE RANGE OF SERVICES OFFERED TO OUR EARLY CHILDHOOD STUDENTS WITH DISABILITIES. AS YOU REVIEW THE AS YOU REVIEW THE RECOMMENDATIONS, PLEASE KEEP IN MIND THAT THE PERCENTAGE OF STUDENTS IN SPECIAL EDUCATION ROSE FROM 8.8% IN THE 2017 2018 SCHOOL YEAR TO 13.6% IN THE 2022 2023 SCHOOL YEAR.
FOR INSTANCE, AT SNAPSHOT 2023, THERE WERE 6416 SPECIAL EDUCATION STUDENTS, BUT BY THE END OF THE 2023 2024 SCHOOL YEAR, THIS NUMBER HAD RISEN TO 7037, AN INCREASE OF OVER 600 ADDITIONAL STUDENTS BETWEEN OCTOBER AND MAY.
ALTHOUGH THERE ARE 17 RECOMMENDATIONS, WE WILL ONLY FOCUS ON THREE KEY AREAS TONIGHT.
THE FIRST IS STAFFING SHORTAGES AMONG ALL PEER DISTRICTS.
LCISD IS UNIQUE IN HAVING ALMOST THE SAME NUMBER OF TEACHERS AND PARAPROFESSIONALS.

IDEALLY, PARAPROFESSIONALS SHOULD SUPPORT TEACHERS, MEANING THE RATIO OF TEACHERS TO STUDENT SHOULD BE LOWER THAN THAT OF PARAPROFESSIONALS TO STUDENTS. LCISD HAS FACED CHALLENGES IN RECRUITING AND FILLING SPECIAL EDUCATION TEACHING POSITIONS DUE TO CERTIFICATION REQUIREMENTS.EDUCATIONAL SHORTAGE IN TERMS OF TEACHERS, AND THEN ALSO THE DISTANCE FROM THE HOUSTON AREA.
TO ADDRESS THESE ISSUES, LCISD HAS IMPLEMENTED THE GROW YOUR OWN PROGRAM, STIPENDS FOR PARAPROFESSIONALS, INCREASED STIPENDS FOR TEACHERS, AND INTRODUCED ADDITIONAL STIPENDS FOR STAFF AND PROGRAMS WITH MORE INTENSIVE STUDENT BEHAVIORAL NEEDS.
THE STAFFING SHORTAGE ALSO HAS SIGNIFICANTLY AFFECTED AND IMPACTED THE SPECIAL EDUCATION EVALUATION TEAM IN THE 2022 2023 SCHOOL YEAR, LCISD EXPERIENCED A SUBSTANTIAL RISE IN THE EVALUATION CASELOADS, WITH EACH EVALUATOR HANDLING 34 MORE STUDENTS COMPARED TO THE PREVIOUS YEAR. THIS INCREASE EXCEEDS THE CASELOADS IN KLEIN ISD BY 104 STUDENTS PER EVALUATOR, AND PLANO ISD BY 47 STUDENTS PER EVALUATOR.
TO ADDRESS THESE ISSUES, THE SPECIAL EDUCATION DEPARTMENT IS DEVELOPING A PROPOSAL TO ENHANCE RECRUITMENT BY POSSIBLY EXTENDING CONTRACT DAYS AND OFFERING FLEXIBLE WORK SCHEDULES IN LINE WITH PRACTICES IN NEIGHBORING DISTRICTS.
DESPITE THE ONGOING STAFFING SHORTAGES, LCISD HAS INCREASED ITS EXPENDITURES ON SPECIAL EDUCATION BY ABOUT $25 MILLION SINCE THE 2017 2018 SCHOOL YEAR. HOWEVER, THIS FUNDING ALSO COVERS SUPPORT FOR STUDENTS WITH DYSLEXIA AND THOSE IN OUR EARLY CHILDHOOD AND PRE-K PROGRAMS. ALTHOUGH THE FINDINGS INDICATE THE AMOUNT OF MONEY SPENT ON THE SPECIAL EDUCATION PROGRAM HAS INCREASED, THE AMOUNT OF MONEY PER STUDENT WITH DISABILITY HAS DECREASED BY APPROXIMATELY $3,500 FROM 2017 2018 TO 20 2223.
ADDITIONALLY, THE NUMBER OF STUDENTS RECEIVING SPECIAL EDUCATION SERVICES HAS INCREASED FROM 2805 STUDENTS IN 2017 2018 TO 5746IN 2022 2023.
THIS AMOUNT PER STUDENT HAS DECREASED.
SORRY. WHEN REVIEWING EXPENDITURES PER STUDENT WITH DISABILITIES, PLANO ISD ALLOCATES THE HIGHEST AMOUNT PER STUDENT, WITH THE PEER AVERAGE BEING $13,084.
AMONG OUR PEER DISTRICTS, ONLY LEWISVILLE ISD SPENDS LESS PER STUDENT WITH DISABILITIES THAN LCISD.
THIS SCHOOL YEAR, HOWEVER, THE SPECIAL EDUCATION DEPARTMENT HAS INCREASED ITS STAFF BY 20 FULL TIME EQUIVALENTS, WHICH INCLUDES TEACHERS AND PARAPROFESSIONALS, TO SUPPORT THE CURRENT ENROLLMENT OF 6537 SPECIAL EDUCATION STUDENTS.
FINALLY, THE GRADUATION RATE FOR STUDENTS WITH DISABILITIES HAS FALLEN FROM 88% IN 2016 TO 83.8% IN 2023. THIS IS THE ONLY AREA THAT LCISD IS THE LOWEST AMONG THE PEER GROUP.
OF PARTICULAR CONCERN IS THE CLASS OF 2022, WHICH WE SAW DROP TO 79.7%.
ALTHOUGH WE ARE CURRENTLY ON AN UPWARD TREND, THERE IS A RISK OF REVERSING THIS PROGRESS WITHOUT DELIBERATE OVERSIGHT OF HIGH SCHOOL GRADUATION AND TRANSITION PLANS. THIS WILL INCLUDE ENHANCED MONITORING AND SUPPORT BY TRANSITION SPECIALISTS, PROFESSIONAL DEVELOPMENT AND FAMILY ENGAGEMENT ACTIVITIES.
WITH THAT, I'LL BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.
