BUSY FEW WEEKS, AND IT'S NOT JUST FOR ME THAT MANY OF OUR OTHER BOARD MEMBERS HAVE BEEN OUT AND ABOUT AND I KNOW YOU'VE PROBABLY SEEN THIS AND I'M JUST GONNA MAKE A LIST. WE WERE AT THE LAMAR CONSOLIDATED HIGH SCHOOL 75TH ANNIVERSARY WE WENT TO THE CTE EMPLOYEE BANQUET LUNCH. WE WENT TO THE CTE LEADERSHIP GRADUATION DINNER , AND I'M JUST GONNA STOP FOR A COUPLE ONE MINUTE TO TALK ABOUT THE YOUTH AND PHILANTHROPY. IF PEOPLE ARE NOT AWARE OF THIS ORGANIZATION THROUGH GEORGE FOUNDATION AND THE FORT BEND CHAMBERS, THEY HAVE BEEN DOING IT FOR 26 YEARS, FINDING JUNIORS AND SENIOR STUDENTS FROM ALL OVER FORT MAINE COUNTY IN THIS DIFFERENT SCHOOLS, AND THESE STUDENTS TAKE SEVERAL, UM ONE OUT OF SEVERAL MONTHS TO LEARN ABOUT, UM, GIVING BACK AND THEY GO TAKE THEM TO NONPROFITS. AND THEY, UH, LEARN ABOUT THE NONPROFITS OF FORT BEND COUNTY, AND THEN THEY ABLE TO WIN SCHOLARSHIPS FOR THEIR WORK, AND I WILL SAY THEY HAD 100 AND 30 STUDENTS IN THE PROGRAM 84 STUDENTS PUT IN FOR SCHOLARSHIPS AND WE HAD 26 OF OUR STUDENTS WIN THOSE SCHOLARSHIPS FROM THAT 1000 TO 1. 904,500 WE HAD ONE STUDENT FROM FOSTER HIGH SCHOOL WHEN ONE OF THE THREE BIG ONES FOR $5000. [00:25:11]
DANCING YOU TALKED ABOUT AT THE END, WE HAD OUR OUR VERY FIRST ANNUAL, UH, PARADE OF CHAMPIONS.AND SO I WAS WHEN I ALWAYS BRING TO LIGHT THAT WE HAVE. OUR YOUNG PEOPLE ARE DOING PHENOMENAL JOB.

PLEASE STATE YOUR NAME WHEN YOU COME FORWARD. OUR FIRST SPEAKER IS RIA PERRY. OK? HELLO. MY NAME IS RHEA PERRY AND I AM A PROGRAM COORDINATOR WITH UT HEALTH YAM,
[00:30:03]
WHICH STANDS FOR YOUTH AWARE OF MENTAL HEALTH. UM YAM IS A UNIVERSAL PREVENTION EVIDENCE BASED MENTAL HEALTH PROGRAM THAT IS GEARED TOWARDS EIGHTH THROUGH 12TH GRADERS. IT IS AT NO COST TO YOUR SCHOOL DISTRICT. IT IS A STUDENT LED PROGRAM THAT IS DESIGNED FOR ALL STUDENTS, REGARDLESS OF THEIR MENTAL HEALTH RISK STATUS. SUICIDE IS THE SECOND LEADING CAUSE OF DEATH IN AGES. 10 TO 24 YEARS OLD. IF THE CHILDREN ARE OUR FUTURE, THEN IT CAN'T BE STRESSED ENOUGH. HOW IMPORTANT MENTAL HEALTH EDUCATION IS FOR THIS AGE GROUP. YOUTH ENJOY THIS PROGRAM. BECAUSE WE CREATE A SAFE SPACE FOR THEM TO DISCUSS THE TOPICS THAT THEY WANT TO TALK ABOUT. WE HELP THEM DEVELOP , DEVELOP COPING SKILLS AND ENHANCE PEER EMPOWERMENT. SINCE 2016 UT HAS DELIVERED Y OVER 40,000 STUDENTS ACROSS TEXAS, AND WE ARE PROUDLY RESPONSIBLE FOR OVER 5000 OF THOSE KIDDOS HERE IN THE HOUSTON AREA. SO I'VE THROWN A FEW NUMBERS AT YOU TODAY, BUT I REALLY WANT YOU ALL TO LEAVE WITH THIS STATISTIC HERE ONE IN SIX. SO IN 2019 1 IN SIX STUDENTS MADE A SUICIDE PLAN. WHEN YOU THINK ABOUT THE STUDENTS HERE IN LAMAR, I WANT YOU TO REMEMBER ONE IN SIX. EVIDENCE PROVES THAT IF WE CAN PROVIDE YAM TO 91 STUDENTS OR THREE TRADITIONAL CLASSROOMS. IT WILL PREVENT ONE NEW SUICIDE ATTEMPT OR ONE NEW CASE OF SEVERE SUICIDAL IDEATION. AND THAT IS POWERFUL. BASED ON THE NUMBER OF STUDENTS WHO HAVE RECEIVED YAM HERE IN THE HOUSTON AREA. WE HAVE PREVENTED THIS FROM HAPPENING SO 55 STUDENTS THAT IS 1.5 SCHOOL BUSES OF YOUTH THAT ARE STILL HERE. OUTSIDE OF THE CLASSROOM AND AWAY FROM EMAILS. WE ARE ALWAYS WORKING TO CONNECT WITH THE COMMUNITY SO THAT PARENTS, STUDENTS AND EDUCATORS KNOW THAT WE ARE HERE. DURING THESE OUTREACH EFFORTS, WE HAVE CONNECTED WITH MANY SAYING THAT THEY FEEL THE KIDS NEED THIS PROGRAM. AND ASKING, WHAT DO WE NEED TO DO TO GET YAM IN THE MORE AND THAT'S WHY WE'RE HERE TODAY, DOING WHAT IT TAKES TO GET Y. CONNECTED WITH YOUR STUDENTS AND MAKING SURE THEY ALL HAVE THIS OPPORTUNITY TO MENTAL HEALTH EDUCATION. UM MYSELF AND MY TEAM. WE WILL BE HERE. UM, IF THERE'S ANYONE THAT HAS QUESTIONS, WE HAVE, UM THINGS TO LEAVE WITH ANY EDUCATORS TO GET CONNECTED IN ALL THE MIDDLE. UM, IN HIGH SCHOOLS THAT YOU GUYS HAVE. SO THANK YOU. THAT'S ALL. THANK YOU. AT THIS TIME, WE WILL OPEN THE PUBLIC HEARING TO DISCUSS THE TEXAS ACADEMIC PERFORMANCE[8.A. Texas Academic Performance Report (TAPR)]
REPORT AT 7:02 P.M. WE WILL FIRST HAVE A PRESENTATION. GOOD EVENING, MADAM PRESIDENT HONORED MEMBERS OF THE BOARD DOCTOR NIVENS AND MEMBERS OF THE PUBLIC PRESENT. UH, THIS EVENING. WE'RE GONNA, UH, SPEAK ABOUT THE TEXAS ACADEMIC PERFORMANCE REPORT. FORMALLY KNOWN AS THE ACADEMIC EXCELLENCE INDICATOR SYSTEM. THIS REPORT HAS BEEN PUBLISHED SINCE THE 1990 91 SCHOOL YEAR.IT PROVIDES PERFORMANCE DEMOGRAPHIC INFORMATION FOR EACH SCHOOL AND DISTRICT IN THE STATE OF TEXAS AND PROVIDES EXTENSIVE DATA ON STUDENT PERFORMANCE AS WELL AS STUDENT AND STAFF DEMOGRAPHICS. IT CAN BE ACCESSED EITHER ON THE TEXAS EDUCATION AGENCY WEBSITE. THE LCISD WEBSITE AT THE DEPARTMENT OF RESEARCH ASSESSMENT AND ACCOUNTABILITY, PERFORMANCE REPORT AND LEGAL POSTINGS. ON REQUEST AT CAMPUS OFFICES AND AT THE LCISD RESEARCH ASSESSMENT AND ACCOUNTABILITY OFFICE. I MENTION ABOUT ANNUAL RATINGS. DUE TO A COMBINATION OF CHANGING THE TYPES OF QUESTIONS ON THE STAR TEST. AND RETROACTIVELY INCREASING PERFORMANCE TARGETS FOR CAREER COLLEGE CAREER MILITARY READINESS. HAD A DOWNWARD IMPACT ON PERFORMANCE RESULTS IN 2023 FOR MOST SCHOOL DISTRICTS. AS A RESULT. A CONSORTIUM OF OVER 100 SCHOOL DISTRICTS FILED SUIT AGAINST THE COMMISSIONER TO BLOCK THE RELEASE OF THE DISTRICT RATINGS.
THE FINAL RELEASE OF THOSE RATINGS. WILL DEPEND ON EITHER UPCOMING JUDICIAL OR LEGISLATIVE ACTION. HOWEVER BASED ON THE DATA SETS RELEASED, UH BY TE, A TO LCISD. WE ARE ANTICIPATED TO HAVE EARNED A B RATING FOR THE 2223 SCHOOL YEAR. AREAS WE WILL REVIEW THIS EVENING INCLUDE STUDENT PERFORMANCE, UH, EARLY CHILDHOOD READINESS AND STAR PERFORMANCE. WILL GIVE AN OVERVIEW OF DEMOGRAPHIC AND ENROLLMENT CHANGES. SERIOUS DISCIPLINARY INCIDENTS.
[00:35:01]
GRADUATION RATES. COLLEGE CAREER MILITARY RATING IT INDICATORS. AND COLLEGE ENROLLMENT AND PERFORMANCE. LOOKING AT STUDENT PERFORMANCE. IN THE 86 LEGISLATIVE SESSION IN 2019 FUNDING WAS ADDED FOR FULL DAY PRE K PROGRAMS WITH ASSESSMENT REQUIREMENTS TO EVALUATE EARLY CHILDHOOD READINESS IN GRADES PRE K THROUGH THREE. DISTRICTS ARE REQUIRED TO TARGET THIS PERFORMANCE, STARTING WITH GRADE THREE MATH AND READING GOALS, WHICH ARE INCLUDED IN OUR DISTRICT IMPROVEMENT PLAN. THE TAPPER REPORT PUBLISHES THE RESULTS OF OUR PRE K CIRCLE ASSESSMENT AND THE TEXAS KINDERGARTEN ENTRY ASSESSMENT. BOTH ARE REQUIRED, UH BY THE STATE. TO MAKE A NOTE BETWEEN 21 AND 22. THE RESULTS OF THOSE CHANGED AND THEY WENT DOWNWARD.HOWEVER THERE WAS AN INCREASE IN THE STANDARDS AND A CHANGE IN THE DESIGN OF THE TEST. BUT AS YOU CAN SEE, WE REMAIN COMPETITIVE WITH THE STATE AND REGIONAL AVERAGES FOR STUDENTS.
THEY EXITING PRE K. AND THEN STUDENTS ENTERING THE NEXT YEAR. KINDERGARTEN FROM PRE K. WE REMAIN AHEAD OF BOTH THE STATE AND THE REGION ON THOSE, UH, ON THOSE TESTS AS WELL. HOWEVER THERE IS A LARGE DISTINCTION BETWEEN STUDENTS ENTERING KINDERGARTEN FROM PRE K AND THEN STUDENTS. THAT WERE ELIGIBLE FOR PRE K BUT DID NOT ATTEND. STUDENTS IN THAT CATEGORY DID ABOUT HALF AS WELL AS COUNTERPARTS THAT, UH, DID ATTEND PRE K SO PRE K DOES MAKE A LARGE DIFFERENCE. BUT NOTICE EVEN IT HERE WE ARE AHEAD OF STATE AND REGIONAL AVERAGES.
MOVING ON TO STAR UH, THIS SLIDE , UH, WAS PRESENTED TO YOU LAST MONTH. IT'S JUST A REMINDER STAR COMES WITH FOUR PERFORMANCE LEVELS. UH, MASTER'S STUDENTS MASTER OF THE TOPIC AND REALLY DON'T NEED ANY MORE. UH UH, INTERVENTION STUDENTS THAT ARE AT MEETS GRADE LEVEL WILL NEED SOME SOME STRUCTURED INTERVENTION THE NEXT YEAR AND APPROACHES GRADE LEVEL IS THE MINIMUM PASSING STANDARD. DID NOT MEET GRADE LEVEL IS NOT REPORTED, BUT IT'S CONSIDERED AS THE INVERSE OF APPROACHES. IT'S BASICALLY STUDENTS THAT FAILED THE TEST. LOOKING AT OUR LANGUAGE ARTS AND READING PERFORMANCE. OUR LANGUAGE ARTS DOES VERY WELL IN EVERY GRADE LEVEL. WE'RE HEAD OF BOTH THE STATE AND THE REGIONAL AVERAGES. WITH 80% OR BETTER. IN MATH. WE ARE AHEAD AT EVERY GRADE LEVEL. EXCEPT FOR WITH SEVENTH GRADE AND SEVENTH GRADE IS A BIT OF AN ANOMALY ACROSS THE STATE BECAUSE MANY STUDENTS IN SEVENTH GRADE ARE ACTUALLY TAKING THE EIGHTH GRADE TEST IN ORDER TO PREPARE FOR, UM, EARLY INVOLVEMENT IN ALGEBRA ONE AND PREPARE THEM FOR THE ADVANCED MATHEMATICS, UH, SUCH AS PREC AND CALCULUS IN COLLEGE ALGEBRA. STAR SCIENCE.
OUR LOWEST PERFORMANCE AREA IS FIFTH GRADE WITH OUR HIGHEST AT THE, UH, GRADUATION TEST FOR BIOLOGY AND, OF COURSE, SOCIAL STUDIES. 70 PER CENT AT EIGHTH GRADE AND THEN 97% PRETTY MUCH COULDN'T GET ANY BETTER THAN THAT. BUT NOTICE WE ARE AHEAD OF BOTH STATE AND REGIONAL AVERAGES FOR THOSE TESTS AS WELL. LOOKING AT ALL SUBJECTS. IN ALL GRADES. WHEN WE COMBINE THEM TOGETHER, OUR PERFORMANCE IS ABOVE 80% IN EVERY SUBJECT AREA AND IS ABOVE BOTH THE STATE AND THE REGIONAL AVERAGES FOR EACH SUBJECT AREA. WHEN WE LOOK AT DEMOGRAPHICS AND DISCIPLINE. WE LOOK BACK FIVE YEARS. AT THE CHANGE. AND BETWEEN, UH 1819 AND 2223. OUR ENROLLMENT GREW BY 21% WE ADDED 9000 STUDENTS TO OUR SCHOOL DISTRICT. OUR ETHNIC AND RACIAL MAKEUP IS, UH, PRETTY MUCH THE SAME AS IT WAS FIVE YEARS AGO. UH, WE ARE A VERY DIVERSE SCHOOL DISTRICT. OUR PROGRAM.
ENROLLMENT IS PRETTY MUCH THE SAME. EXCEPT WE HAVE HAD, UH, PRETTY SIGNIFICANT GROWTH OF 5.3% AND BILINGUAL ESL. ENROLLMENT UH, WE HAVE OVER 90 LANGUAGES THAT ARE SPOKEN IN OUR SCHOOL SYSTEM. ADDITIONALLY WE HAVE, UH, OUR SPECIAL ED HAS GROWN AS WELL BY ABOUT 3.8.
[00:40:12]
LOOKING AT OUR GRADUATES. OUR FOUR YEAR GRADUATION PLAN HAS, UH, OUR FOUR YEAR GRADUATION RATE RATHER HAS REMAINED AT 94.1% WHILE WE'VE ADDED NEARLY 500 ADDITIONAL GRADUATES, UH, JUST A REMINDER GRADUATION RATES AND COLLEGE READINESS ARE LAGGING INDICATORS. SO WE WON'T HAVE, UH, DATA FOR THE GRADUATES OF 23 UNTIL WE HAVE THIS HEARING AGAIN NEXT YEAR. CHAPTER 39.0 53 OF THE EDUCATION CODE REQUIRES EVERY DISTRICT PUBLISH A SEPARATE ANNUAL REPORT ON VIOLENT AND CRIMINAL INCIDENTS. A COPY OF THAT REPORT WILL BE AVAILABLE AT THE PERFORMANCE REPORTS, UH, WEB PAGE IN THE NEXT COUPLE OF DAYS. BUT JUST GO AHEAD AND REVIEW. WHAT WE HAVE SEEN. OUR BENCHMARK INDICATOR IS THE SERIOUS INSTANCE PER 1000 STUDENTS. AH, WHEN WE STARTED DOING THIS INDICATOR, WE WERE ABOUT NINE INCIDENTS PER 1000 STUDENTS. THIS YEAR, IT SPIKED TO 16.9. UH WHICH, UH, WAS 720 INCIDENTS. HOWEVER THAT IS A MISNOMER AND VERY MUCH AN ANOMALY IN THE REASON IS BECAUSE IN OCTOBER 22 WE AND SEVERAL OTHER SCHOOL DISTRICTS WERE NOTIFIED THE TE A HAD INCORRECTLY INSTRUCTED DISTRICTS TO CODE INCIDENTS INVOLVING PE DEVICES AND THC. AS FELONY CONTROLLED SUBSTANCE OR OTHER CONTROLLED SUBSTANCE OFFENSES.THIS MEANS THAT OUT OF THE OFFENSES THAT I SHOWED YOU ON THE LAST SLIDE 54% OF THOSE WERE ATTRIBUTED TO THAT ONE ISSUE. TE A DID NOT CORRECT THAT ERROR UNTIL SEPTEMBER 1ST OF THIS CURRENT SCHOOL YEAR. SO STARTING WITH THIS CURRENT SCHOOL YEAR, WE WILL HAVE A DIFFERENT CATEGORY, UH, FOR VAPE AND THC. SO IF WE LOOK AT IT FROM THAT PERSPECTIVE AND WE EXCLUDE THOSE FROM THE DATA ANALYSIS ARE PER 1000 INCIDENTS GOES BACK TO 7.8, WHICH IS A LOT CLOSER TO THE TREND WE HAD SEEN COMING OUT OF THE PANDEMIC. AND OUT OF THE VIRTUAL INSTRUCTION HERE. AS FAR AS COLLEGE CAREER READINESS. OUR FOUR YEAR RATE IS A MISSION BEFORE FOR GRADUATION IS 94.1.
HOWEVER WITHIN FIVE YEARS OUR GRADUATION RATE GOES UP TO NEARLY 97. AS YOU CAN SEE ON THIS CHART. WE'RE VERY MUCH WELL AHEAD OF THE STATE AND LOCAL, UM , WHO HAVEN'T PEAKED IN THE FOUR YEAR AREA ABOVE 90% AT THIS POINT? WHEN WE LOOK AT OUR CCMR INDICATORS OVERALL. AND WE LOOK AT THE PAST SEVERAL YEARS. WE WERE SLIGHTLY BELOW THE STATE AND REGIONAL COMING INTO THE PANDEMIC. WE HAD A SLIGHT DECREASE WITH THE CLASS THAT GRADUATED, UH, WHEN WE HAD VIRTUAL EDUCATION BUT WE'RE STARTING TO SEE AN UPSWING IN THE DATA FROM 22. IT WAS 64% AND OUR CAR PROJECTIONS FOR THE CLASS OF 23, OR 75% GRADUATED WITH, UH, COLLEGE CAREER AND MILITARY READINESS INDICATORS AND THE CURRENT CLASS OF 24 THEIR HARD WORK TRYING TO REACH 90% FOR THIS GRADUATING CLASS. SO THIS IS A VERY MUCH A SUCCESS STORY FOR US. ARE INDICATORS OUR INDUSTRY BASED CERTIFICATION. 20% OF OUR STUDENTS GRADUATE WITHIN INDUSTRY BASED CERTIFICATION, WHICH REMEMBER THIS WAS THE CLASS OF 22. THAT WAS LOWER THAN THE, UH, REGION AND STATE. HOWEVER IT WAS ALMOST DOUBLE WHAT WE SAW TWO YEARS PRIOR TO THAT, SO THAT'S AN AREA OF CONSIDERABLE GROWTH. ARE DUAL CREDIT AND ON RAMPS IS, UH, ON PAR WITH THE STATE AND THE HEAD OF THE REGION. OUR STUDENTS THAT MEET A P CRITERIA IS ON PAR WITH THE REGION AND SIGNIFICANTLY AHEAD OF THE STATE. AND OUR STUDENTS MEETING THE T SI CRITERIA, WHICH IS THE SUCCESS BENCHMARK. UH, THE HIGHER ED COORDINATING BOARD HAS FOR SATS AC T AND THE T SI A TWO TEST. WE ARE AHEAD OF BOTH THE STATE AND THE REGION THERE. WHEN WE LOOK AT STUDENTS GOING TO COLLEGE
[00:45:02]
AFTER GRADUATION. THE LIGHT GRAY UH, BAR REPRESENTS STUDENTS TO GO TO COLLEGE HERE IN THE STATE OF TEXAS. AND THE LAST THREE YEARS OF DATA. WE HAVE BEEN AHEAD OF BOTH THE STATE AND THE REGION, AND EVEN DURING THE PANDEMIC, WE MAINTAINED A SIGNIFICANT LEAD OVER THE STATE AND REGION WHEN WE PUT IN STUDENTS WHO CAN GO ANYWHERE IN THE UNITED STATES BASED ON WHAT WE RECEIVE FROM THE CLEARINGHOUSE THAT GOES UP SIGNIFICANTLY. WE HAVE WORKED 70% COMING, UH, BEFORE THE PANDEMIC. WE DECREASED TO 65 DURING THE PANDEMIC AND COMING OUT. WE HAVE REBOUNDED TO 67% OF OUR STUDENTS GO SOME TO SOME COLLEGE OR A HIGHER ED INSTITUTION SOMEWHERE IN THE UNITED STATES. ALTHOUGH WE'RE LEGALLY REQUIRED TO MENTION IT.UH, GRADUATES WITHOUT DEVELOPMENTAL COURSEWORK IN COLLEGE HAS NOT BEEN AN INDICATOR THAT'S BEEN PUBLISHED BY THE HIGHER ED COORDINATING BOARD SINCE 2019. SO THAT'S UNAVAILABLE DATA. AND LOOKING AT WHERE OUR STUDENTS GO. AFTER GRADUATING, UH, LOOKING AT THE CLASS OF 22 THE TOP, UH, COLLEGE THAT THEY ENROLLED IN WAS WARDEN COUNTY JUNIOR COLLEGE, FOLLOWED BY, UH, HOUSTON COMMUNITY COLLEGE UNIVERSITY OF HOUSTON, THE LONE STAR COLLEGE DISTRICT, TEXAS STATE UNIVERSITY, TEXAS STATE TECHNICAL COLLEGE. UH, HERE IN ROSENBERG. BLEND UH AT THE BRYANT CAMPUS, SAM HOUSTON STATE, TEXAS A AND M AND THE UNIVERSITY OF TEXAS AT SAN ANTONIO. QUESTIONS OR DISCUSSION. YES MA'AM. DO YOU HAVE NUMBERS ON? UM STUDENTS? WHO LE? I MEAN, I KNOW YOU PROBABLY DON'T HAVE THEM RIGHT NOW. MAYBE WE CAN GET THEM AT ANOTHER TIME OF STUDENTS WHO GO ON TO LIKE TECHNICAL SCHOOL INSTEAD OF COLLEGE. YES ACTUALLY, WE HAVE THEM LUMPED TOGETHER FOR THE SAKE OF THIS. OH, SO IT'S COLLEGE OR TECHNICAL, SCHOOL, COLLEGE OR TECHNICAL SCHOOL AND THEN ALSO BACK WHEN YOU WERE SHOWING THE SLIDES FOR THE STAR TESTING, UM SO WE WERE LOOKING AT OUR PERCENTAGE. THAT PERCENTAGE NUMBER IS PERCENTAGE OF WHAT WAS THAT MEETS EXPECTATIONS. THAT'S THE PERCENTAGE OF STUDENTS PASSING THE TEST AT THE TOP THREE CATEGORIES, SO THAT INCLUDES APPROACHING THAT INCLUDES APPROACHES MEETS AND MASTER. OK, SO THEN IT REQUIRE YOU ALL TO BREAK THAT OUT. NO.
PINK. ANY OTHER QUESTIONS? UM IT IT'S DID I READ THE STATS RIGHT THAT EVERYTHING IN ALL GRADE LEVELS AND IN ALL SUBJECTS, LAMAR IS KICKING BUTT COMPARED TO ALL THE OTHER SCHOOL DISTRICTS IN THE AREA. IS THAT ACCURATE? THAT IS THAT IS A ACCURATE STATEMENT. IN FACT, WE DO, UH, INTERNAL LIST WHERE WE TRY TO TRACK THAT, UH, WITH A LIST OF SCHOOL, LARGE SCHOOL DISTRICTS, SO WE DO VERY WELL. OUR ONLY POINT OF GROWTH IS REALLY SEVENTH GRADE MATH. AND THAT'S SOMETHING WE'VE BEEN WORKING ON. WELL, THERE'S A LOT OF A LOT OF CRITICISM OF PUBLIC ED, SO I WOULD JUST WANT TO GIVE A SHOUT OUT TO THE ADMINISTRATION AND TO ALL OF OUR TEACHERS ACROSS THE DISTRICT AND ALL THE PER AND EVERYBODY ELSE THAT SUPPORTS. THE KIDS LEARNING BECAUSE TO THE EXTENT THAT THERE'S CRITICISM OF PUBLIC EDUCATION, WE'RE DOING IT BETTER THAN A LOT OF OTHER PEOPLE AROUND US. UM THE OTHER THING I WAS GONNA ASK YOU IS THE FOUR YEAR GRADUATION RATE. UH, YOU HAD SAID, WE'RE AT 94. UH, CAN YOU GO BACK TO THAT SLIDE OR OR IF YOU HAVE IT OFF HAND, WHAT IS WHAT IS THE OTHER COMPARISON OF THE OTHER. THE OTHER ONE IS THE FIVE YEAR RATE. UH WHICH, UH, WE'RE AT 96.7% THERE IS A ABOUT 3% OF OUR STUDENTS THAT IT TAKES THEM A LITTLE BIT LONGER TO GRADUATE, EITHER. THEY HAVE TO, UH, RECOVER SOME CREDITS OF CLASSES. THEY FAILED IN HIGH SCHOOL OR THEY NEED TO COME BACK AND PASS THE, UH THE ECS. AND THIS IS A GOOD THIS IS A GOOD THING. W. WHY WHY IS OUR RATE SO MUCH HIGHER? IS IT IS IT BECAUSE OF 1621, OR DO WE HAVE ANY REASON? UH, I THINK IT'S A COMBINATION OF 1621. AND WE MAKE A LOT OF EFFORT IN THIS DISTRICT TO GO BACK AND RECOVER STUDENTS. UH THAT THAT MAY NOT HAVE GRADUATED AND TRY TO BRING THEM IN. AND THE SOONER WE GET TO THEM, THE BETTER WE ARE. THANK YOU. I THINK FOR ME ALONG WITH MR WELCH IS TO GIVE A MASSIVE SHOUT OUT TO ALL OF OUR TEAM TO LOOK AT THE STATS AND SEE THAT AND ALL SUBJECTS. UM WE'RE PERFORMING WAY ABOVE STATE IN REGIONAL SO THAN OUR GRADUATION RATES AS WELL. SO A MASSIVE THANK YOU TO ALL OF OUR TEACHERS AND PARENTS AND EVERYONE ON THE CAMPUS LEVEL AND ALSO IN THE DISTRICT LEVEL, SO THANK YOU SO MUCH FOR FIGHTING FOR OUR KIDS TO GRADUATE. I DO HAVE ONE MORE QUESTION WHEN YOU WERE TALKING ABOUT CCMR, AND YOU WERE PREDICTING THE NEXT ONE. AND YOU HAD IT AT 75% I WAS JUST
[00:50:03]
WONDERING, UM, WHAT WERE SOME CHANGES THAT WE MADE FOR? FOR? THOSE PROJECTIONS TO BE ONCE THERE'S SOMETHING SPECIFIC OR A LOT OF THE BIG CHANGES WHERE WE STARTED OFFERING A, UH, COLLEGE PREP CLASS AT OUR HIGH SCHOOLS. UH, THAT, UH, ALLOWED STUDENTS TO MEET THE STANDARD BY, UH, TAKING A CLASS AND HAVING SOME DIRECT INSTRUCTION? UH, WE ALSO, UH, HAD MORE EMPHASIS. I HAVE TO HAND OUT A SHOUT OUT TO, UH, DOCTOR LAZAR. WE HAD MUCH MORE EMPHASIS ON CAREER AND TECHNICAL EDUCATION AND THE CERT THE INDUSTRY MAY CERTIFICATIONS. THOSE UH, NUMBERS KEEP GROWING EVERY YEAR. OK, THANK YOU. ANY OTHER QUESTIONS. THANK YOU. THANK YOU, MISS. THIS IS THE TIME IN THE PUBLIC HEARING WHERE THE PUBLIC HAS THE OPPORTUNITY TO COMMENT IF YOU ARE INTERESTED IN COMMENTING ON THE TEXAS ACADEMIC PERFORMANCE REPORT, PLEASE COME AND STAND BY MISS JOHNSON. EACH SPEAKER WILL BE GIVEN ONE MINUTE FOR COMMENTS. PLEASE STATE YOUR NAME BEFORE YOU BEGIN. WE WILL CLOSE THE PUBLIC HEARING AT 7:21 P.M. AT THIS TIME, WE WILL TAKE ACTION[9. CONSENT AGENDA]
ON THE CONSENT AGENDA. ARE THERE ANY ITEMS THAT THE BOARD WOULD LIKE TO PULL? NO. YEAH. YES, I WOULD LIKE TO PULL L. NO. WOW. OK? MAY I HAVE A MOTION TO APPROVE THE CURRENT CONSENT AGENDA, WITH THE EXCEPTION OF ITEM NINE L. I'LL MAKE I'LL MAKE THE COMMISSION BY MR WELCH. DO I HAVE A SECOND? DANSER SECONDS AND DISCUSSION. NOW CALL FOR THE VOTE ALL IN FAVOR OF APPROVING THE CONCURRENT CONSENT AGENDA. SAY I. I ANY OPPOSED? NOW OPPOSE THE MOTION CARRIES. UM LET'S SEE[9.L. Consider approval of renewal engagement of independent auditors for 2023-2024 fiscal year]
AND LET'S SEE. WE WILL. MAY I HAVE A MOTION TO APPROVE CONSENT AGENDA ITEM NINE. L. MR WELCH MAKES THE MOTION DO I HAVE A SECOND? YOU GOT IT. OK MR LAMBERT MAKES THE SECOND ANY.OH, NO. ANY DISCUSSION? SORRY THERE WE ARE. YEAH, I WE WERE IN THIS ROOM LAST YEAR WHEN WE HAVE . THIS IS A PROPOSAL BY THE ADMINISTRATION TO USE A FIRM CALLED WHITNEY P AS OUR INDEPENDENT FINANCIAL AUDITORS. AND, UM I WAS SUGGESTING LAST YEAR THAT IS AT THAT POINT, I HAD BEEN ON THE BOARD FOR FOUR YEARS, AND WE HAD ALWAYS USED THEM, AND I THINK WE'VE USED THEM FOR A LONG TIME. AND I HAD RECOMMENDED THAT WE USE ANOTHER FIRM AT LEAST ONE OR TWO YEARS JUST FOR THE SAKE OF HAVING FRESH EYES ON OUR BOOKS. AND WE, THE ADMINISTRATION HAS COME BACK AGAIN WITH THE SAME RECOMMENDATION FOR THE SAME COMPANY. SO I WAS HOPING YOU YOU COULD SPEAK TO AS TO WHY Y'ALL CHOSE WHITNEY PENNE AGAIN. UM LAST YEAR, WE DID AN RFP PROCESS. UM AS WE DO PERIODICALLY, UH, TO LOOK AT DIFFERENT TYPES OF PROFESSIONAL FIRMS, AND IN THIS CASE, UH, INDEPENDENT AUDITORS, UH, THERE WERE A NUMBER OF FIRMS THAT SUBMITTED PROPOSALS AND THE COMMITTEE EVENTUALLY, UM, YOU KNOW, DECIDED TO RECOMMEND WHITLEY PENN. WHICH UM, YOU KNOW, THE BOARD APPROVED LAST YEAR. UM THIS YEAR, UH, WE FELT LIKE, UM THEY DID A GREAT JOB AS THEY HAVE IN THE PAST AND DECIDED TO RECOMMEND THEM AGAIN.
UH, WE DID NOT DO ANOTHER RFP PROCESS THIS YEAR, THOUGH. THIS FARM IS WELL KNOWN IN THE STATE.
UH, THEY PROVIDE, UH, TRAININGS TO MANY SCHOOL DISTRICTS, AND THEY DO, UM, HAVE A LARGE NUMBER OF SCHOOL DISTRICT CLIENTS. TO CLARIFY THAT PROCESS JUST TO WELL, WHEN I YOU KNOW, WHEN I CAME IN 2021 IN MY FIVE YEAR PLAN, I TOLD THE BOARD THAT WE WERE DOING BUSINESS WITH QUITE A FEW FIRMS FOR A LONG TIME. UM AND SO LAST YEAR WE PUT OUT THE WE DID THE RF QR QR FP PROCESS FOR WINEY, AND SO THEY'LL COME. THEY'LL COME BACK AGAIN IN ANOTHER FIVE YEARS. AND SO, UH, WE JUST WHERE R QR FP. ALL OF OUR MAJOR SERVICES. UM STRATEGICALLY EVERY YEAR, AND SO THEY HAD JUST GONE THROUGH THE WHOLE PROCESS THIS TIME LAST YEAR. AND SO LAST YEAR WAS THEIR FIRST, UM THE FIRST CONTRACT UNDER THE NEW RFQ. THAT MAKES SENSE. AND SO WE DID IT, AND SO WE DO IT ABOUT EVERY FIVE YEARS PERIOD JUST TO MAKE SURE THAT WE'RE GETTING THE BEST, UH, BEST SERVICES THAT ARE AVAILABLE. MY I. I HAVE NO CRITICISM OF THE FIRM. I'VE MY INTERACTION WITH THEM. THEY SEEM EXTREMELY PROFESSIONAL. UH, MY ONLY CONCERN IS THAT THERE'S JUST A FAMILIARITY WITH THE FIRM IN THE DISTRICT. PERSONNEL UH, SAME BOOKS, AND I'M JUST THINKING
[00:55:05]
FRESH EYES ON PUBLIC MONEY WOULD WOULD NOT BE A BAD THING. BY BY AN OUTSIDE ORGANIZATION A YEAR, MAYBE TWO YEARS, MAYBE THREE AND THO. THOSE ARE MY THOUGHTS. ANY OTHER QUESTIONS OR COMMENTS. SO JUST CLEVER. WE'VE BEEN USING THEM FOR 30. YOU DON'T KNOW HOW MANY YEARS UH THEY WERE, YOU KNOW, THESE TYPES OF FIRMS ALSO REORGANIZED. THEY MERGE THE, UH, PARTNERS MOVE FROM FIRM TO FIRM, SO IT HAS BEEN THE SAME NAME. BUT IT HAS A MERGED A FEW TIMES AND CHANGED SOME PARTNERS. THEY DO ROTATE PARTNERS ON OUR ENGAGEMENT. SO THERE ARE FRESH EYES. UH AND FRESH, UH, MANAGEMENT EACH YEAR. UM OR AT LEAST EVERY FEW YEARS. SO WE DO TRY EVEN THOUGH IT'S THE SAME FIRM. WE DO, UM UH, TRY TO GET A ROTATION. IN PLACE, BUT, UH THEY WERE FORMERLY, UH, NOEL LARRISON BEFORE WHITLEY PENN. UM BUT YOU KNOW, LIKE I SAY THEY THEY DO, UH, ROTATE INDIVIDUALS AND, UH, THERE IS A REQUIREMENT FOR AUDIT FIRMS TO BE INDEPENDENT. SO THERE ARE STANDARDS, UH, NATIONAL STANDARDS AND, UH, THAT THEY'VE GOT TO ADHERE TO SO HOW MANY YEARS? I BELIEVE THE FIRST YEAR THAT THIS FIRM UM TOOK OVER WAS IN 1992. BEFORE THAT IT WAS, UH, DELOITTE, A FIRM NAMED DELOITTE. ANY OTHER QUESTIONS. OK? UM I'LL NOW CALL FOR THE VOTE ALL IN FAVOR OF APPROVING CONSENT AGENDA. NINE L. SAY I AYE, ANY OPPOSED? POST. THE MOTION CARRIES. WE WILL NOW HAVE[10.A. Review and discuss potential attendance zone for Tomas High School, Banks Junior High School and Bielstein Middle School]
REPORTS AND PRESENTATIONS ON THE FUTURE ACTION ITEMS. ALL RIGHT, TRUSTEES. WE HAVE MISS HAMILTON AND MR BUCHANAN TO COME TO THE MICROPHONE. ALL RIGHT. TRUSTEES IN DECEMBER. YOU ALL APPROVED MOVING FORWARD WITH OPTION A TO REZONE FOR A SECONDARY CAMPUSES. AND BASICALLY, THAT MEANS WE REZONE BY NEIGHBORHOODS AND AT ELEMENTARY SCHOOLS IN THE ZONES DO NOT IMPACT SECONDARY ATTENDANCE ZONES. AND SO, AS YOU ALL KNOW, WE ARE OPENING A NEW SECONDARY COMPLEX IN AUGUST OF 2025. AND SO WE NEED TO REZONE OUR CURRENT CAMPUSES TO CREATE THE POPULATION OF STUDENTS WHO WILL ATTEND THESE NEW CAMPUSES AS WE ARE REZONING BY NEIGHBORHOODS. UM, WE LOOKED AT THE POTENTIALLY IMPACTED NEIGHBORHOODS. UNDERSTANDING THAT THOMAS HIGH SCHOOL WILL OPEN WITH GRADES NINE THROUGH 12 , WITH 12TH GRADERS HAVING THE OPTION TO REMAIN AT THEIR CURRENT CAMPUS. THIS WILL PROVIDE A GREAT RELIEF TO OUR TO OUR CURRENT SECONDARY CAMPUSES, SO THIS GROUP REPRESENTS OUR CURRENT SEVENTH THROUGH 10TH GRADE STUDENTS. WITH THAT IN MIND, WE LOOK TO FORM MEMBERS OF OUR ABC TO INCLUDE AN ELEMENTARY PARENT, MIDDLE SCHOOL PARENT, JUNIOR HIGH PARENT AND HIGH SCHOOL PARENTS FROM THESE IMPACTED NEIGHBORHOODS. MEMBERS OF OUR ABC, UM, ARE ON THE SCREEN RIGHT NOW. THOSE IN YELLOW ATTENDED ONE. FOR BOTH MEETINGS. WE'VE GOT SOME, UM, MEMBERS IN ATTENDANCE TONIGHT IF YOU SERVED ON THE TOMAS SECONDARY COMPLEX, ABC, PLEASE STAND AT THIS TIME. ALL RIGHT. THANK YOU. NOW, THIS COMMITTEE UM REVIEWED A LOT OF DATA. THEY OF COURSE, LOOKED AT MAPS AND PROJECTIONS, BUT THEY ALSO LOOKED AT THE COMMUNITY SURVEY THAT WENT OUT. THE COMMUNITY SURVEY WENT OUT TO MORE THAN 40,000 EMAIL ADDRESSES. WE HAD ABOUT A 9% RESPONSE RATE ON THE SCREEN RIGHT NOW, YOU CAN SEE THAT RESPONSE RATE BROKEN DOWN BY CAMPUSES. THE SURVEY WENT TO PARENTS. ON THE SCREEN. YOU CAN SEE THE PARTITION PARTICIPATION BREAKDOWN BY GRADE LEVEL MEMBERS OF OUR ABC RECEIVED NOT ONLY THE SURVEY DATA, BUT THEY ALSO SAW THE VERBATIM REPORTS SO THE RESPONDENTS HAD THE OPPORTUNITY TO PROVIDE, UM WRITTEN STATEMENTS REGARDING THEIR SENTIMENTS AND MEMBERS OF THE ABC REVIEWED THAT TAKING ALL THAT INTO CONSIDERATION. THEY SAW THE SURVEY RESULTS YIELDED THAT MORE THAN 40 MORE THAN HALF. I MEAN, I'M SORRY MAJORITY OF THE RESPONDENTS 45% PREFERRED OPTION ONE WITH 27. PREFERRING OPTIONS TO OR OPTIONS. THREE SO OUR THOMAS HIGH SCHOOL ABC COMMITTEE HAD AN OPPORTUNITY TO LOOK AT THAT DATA BUT ALSO HAVE CONVERSATIONS OF THEIR OWN.LOOKING AT MAPS AND PROJECTIONS. WE DO HAVE TWO MEMBERS OF OUR ABC HERE THIS EVENING TO SHARE WITH YOU THEIR PERSPECTIVE. WE'VE GOT MR SHASHI KO AND MR PATRICK RAWS HERE THIS EVENING
[01:00:02]
TO SHARE WITH YOU. THEIR COMMITTEE'S RECOMMENDATION AND RANKING GENTLEMEN, COME ON UP.UH, GOOD EVENING. MEMBERS OF THE BOARD. DR NIVENS LCASD COMMUNITY PERSON APOLOGIZE. I'VE BEEN THE ONE COUGHING, BUT IT'S NOT CONTAGIOUS. IT'S ALL ALLERGIES. UM, SORRY ABOUT THAT. UM SO THE COMMITTEE MET OVER TWO MEETINGS. WE HAD A LOT OF CONVERSATIONS. I WANT TO COMMEND THE COMMITTEE FOR OR THE DISTRICT FOR GIVING US SO MUCH DATA. WE ALSO ASKED FOR SOME OTHER DATA AND THE DATA THAT WE FOUND TO BE THE MOST COMPELLING IS WE ASKED FOR PERCENTAGE OF BUILDING USAGE BASED ON EACH ZONE, AND WHEN WE LOOKED AT THE PERCENTAGE BASED ON EACH, UH EACH OPTION UM, WE FOUND SOME REALLY COMPELLING WAYS TO LOOK AT REZONING. SO, UH, TO TALK TO YOU ABOUT ALL OF THE OPTIONS OPTION. ONE WAS, UM NOT CONSIDERED, OR WAS CONSIDERED. HOWEVER IT WAS NOT THE NUMBER ONE OPTION BASED ON THE COMMITTEE. WE FOUND THAT WHILE IT WAS RELIEVING SERRE HIGH SCHOOL, IT WOULD NOT RUN FOSTER HIGH SCHOOL AT AN OPTIMAL ENROLLMENT RUNNING FOSTER HIGH SCHOOL AFTER THE BUILDING HAS BEEN ADDED, OR 500 SEATS HAVE BEEN ADDED AND RUNNING THE BUILDING WITH 74% CAPACITY. IN OUR OPINION IS NOT A GOOD USE OF BUILDING CAPACITY. UM OPTION THREE WAS CONSIDERED. HOWEVER THERE WAS A NUMBER OF PARENTS WHO VOICED THEIR CONCERN ABOUT STUDENTS DRIVING FROM CROSS CREEK RANCH TO GO TO THE NEW SECONDARY COMPLEX WHEN THE PROXIMITY TOWARDS OR TO F WAS RIGHT THERE. THEY CITED CONCERNS WITH CONSTRUCTION AT 1093 AND JUST TRAFFIC IN THE MORNING. UM AS A RESULT, OPTION TWO WAS VOTED ON AS BEING THE NUMBER ONE OPTION. UH, WE FOUND THAT THAT WAS THE OPTION THAT UTILIZED CAMPUS ENROLLMENT OR MINIMIZED ENROLLMENT AT FULLS AND MAXIMIZED ENROLLMENT AT FOSTER HIGH SCHOOL TO ALLOW FOR A BETTER CAPACITY USAGE. YEAH, FIRST OFF, UH, GOOD EVENING BOARD OF TRUSTEE. I APPRECIATE THE OPPORTUNITY TO BE HERE AND REPRESENTING ALL THE PARENTS. UM I THINK THE TWO DAYS EXERCISE WHICH ALL ABC COMMITTEE AND PARENTS WENT THROUGH WAS PRETTY DETAILED. UH, I DO APPRECIATE THE OPTION WHERE FIRST SURVEYS WERE SENT. PARENTS WERE HEARD AND THEN THE REPRESENTATIVE FROM SCHOOL GOT TOGETHER. I THINK TWO THINGS CAME OUT VERY CLEARLY, PARENTS HAD INTENTION TO SOLVE THE CAPACITY PROBLEM AT SAME TIME. I THINK MOST OF THE PARENTS OR PEOPLE WHO WERE THERE WANTED TO MAKE SURE THAT NEIGHBORHOOD AND COMMUNITIES ARE KEPT TOGETHER, RIGHT. UM, I, I HAVE MY OWN OPINION. WHY? SURVEY SAID OPTION ONE BECAUSE I THINK PEOPLE WERE EMOTIONAL ABOUT SAYING, HEY, LET'S KEEP THE NEIGHBORHOOD TOGETHER. WHEN WE GOT TOGETHER. IT WAS VERY OBVIOUS THAT WE GOT TO SOLVE THE CAPACITY PROBLEM AS WELL. WHILE OPTION ONE DIDN'T CLEARLY SOLVE THE CAPACITY PROBLEM. OPTION TWO AND THREE COULD HAVE TO AN EXTENT. BUT I THINK OPTION THREE GOES VERY WORST ON BREAKING THE NEIGHBORHOOD. THAT'S WHY YOU SEE THE OPTION THREE BECAME LEAST FAVORABLE AND OPTION TWO WAS PROBABLY A GREAT SETTLEMENT BETWEEN SOLVING BOTH THE ISSUES AND IT WAS VERY EVIDENT WHEN WE HAD A BOAT. ONE RESULT WERE SLIGHTLY DIFFERENT. WE HAD OPPORTUNITY TO COME BACK AGAIN AND SHARE OUR VIEWS. THERE WERE PEOPLE INFLUENCING AND HOW THE BOATS CHANGE EVENTUALLY, THAT'S EVIDENT AND WHY IT HAPPENED. RIGHT SO I APPRECIATE THE OPPORTUNITY AND ONE HUMBLE REQUEST PROBABLY FROM ABC COMMITTEE, AND, UH PARENTS WOULD APPRECIATE IT WOULD LISTEN TO THE PARENTS LISTEN TO THE COMMITTEE AND I THINK, CONSIDER THE OPTION RECOMMENDED OUT HERE. THANK YOU. YOU, GENTLEMEN. OK SO TRUSTEES THIS EVENING. THIS IS A FUTURE ACTION ITEM. SO NO ACTION IS REQUESTED OF YOU ALL TONIGHT. THE COMMITTEE ALSO HEARD INFORMATION REGARDING OUR LEGACY PROVISION. AND SO AS WE'VE BEEN SAYING FOR MONTHS NOW REZONING WILL BE OPTIONAL FOR THE THAT INCOMING SENIOR CLASS. THAT'S THE CLASS OF 2026. THOSE STUDENTS ARE OUR CURRENT SOPHOMORES. UM WHEN WE IMPLEMENT THE LEGACY PROVISION FOR THE NEW SECRETARY, COMPLEX SIBLINGS ARE NOT INCLUDED, AND TRANSPORTATION WILL NOT BE PROVIDED TO THOSE WHO ARE STAYING AT THE CURRENT HIGH SCHOOL CAMPUS TRUSTEE. YOU ALL MADE THE DECISION ABOUT HOW TO, UM, HOW MANY GRADE LEVELS WILL OPEN THE CAMPUS. WE TALKED ABOUT A UIL PROVISION. YOU'LL HEAR MORE ABOUT THAT LATER THIS EVENING, UM FROM MY COLLEAGUES, UM, IN TERMS OF SENIORS, LETTING US KNOW WHICH CAMPUS THEY WANT TO ATTEND THAT YEAR. UM WE'RE GONNA COMMUNICATE THAT THEY NEED TO LET US KNOW BY OCTOBER OCTOBER 4TH I BELIEVE IS A DEADLINE AND THEN WE'LL CHECK EVERYTHING VERIFY. AND THEN WE'LL LET FAMILIES KNOW BY NOVEMBER WHETHER OR NOT UM THERE'S THEY MEET THE QUALIFICATIONS OF THE LEGACY. AND WE HAVE ESTABLISHED THE MINIMUM NUMBER OF STUDENTS WE NEED IN ORDER TO HAVE A SENIOR CLASS AT THE NEW HIGH SCHOOL. UM TRUSTY IS WHEN YOU DO, THOUGH. MAKE YOUR DECISION NEXT MONTH. WE WILL UPDATE THE ZONING PAGES
[01:05:02]
OF THE WEBSITE WITH THE FINAL APPROVED ATTENDANCE MATHS AND THEN OF COURSE, WE WILL BEGIN NOTIFYING IMPACTED FAMILIES. WE LIKE TO GIVE OURSELVES BETWEEN 3045 DAYS FROM YOUR DECISION, AND WE WILL SEND THOSE MESSAGES DIRECTLY TO IMPACTED FAMILIES. AT THIS TIME, TRUSTEES WILL OPEN THE FLOOR FOR ANY QUESTIONS OR DISCUSSIONS THAT YOU ALL HAVE. DID YOU SAY? WHAT'S THE MINIMUM? HOW MANY SENIORS ARE THAT'S GOING TO DEPEND UPON THE DIFFERENT PROGRAMS THAT THEY LOOK INTO? IT'LL DEPEND. I THINK THEY HAVE A PRELIMINARY WORKING NUMBER RIGHT NOW OF 100 AND 50, BUT IT'LL DEPEND ON MANY FACTORS. NO QUESTIONS. THANK YOU. AT THIS TIME, WE WILL TAKE ACTION ON THE ACTION ITEMS. OUR TRUSTEES. WE HAVE MISS KATIE MARTINO AND, UH, DOCTOR LAZAR COMING TO THE MICROPHONE. MOTION. OK? ALREADY SO GOOD EVENING BOARD OF TRUSTEES PRESIDENT MARZEL, DOCTOR NIVENS. UM DOCTOR LAZAR AND I ARE HERE THIS EVENING TO SHARE AN UPDATE WITH YOU REGARDING THE INSTRUCTIONAL MATERIALS RECOMMENDATIONS AND THE T CERTIFICATION. SO WE'RE PUTTING TWO ITEMS ON YOUR AGENDA TODAY. 11 A AND 11 B. SO WE'RE GONNA START WITH THE, UM I MA RECOMMENDATIONS FOR SCIENCE, TECHNOLOGY, PERSONAL FINANCIAL, LITERACY AND CTE. SO PROCLAMATION 2024 WAS ISSUED BY THE BOARD. THE STATE BOARD OF EDUCATION IN APRIL OF 2022, AND THEY AMENDED THAT PROCLAMATION IN SEPTEMBER OF 2023 PROCLAMATIONS ARE NAMED BY THE STATE BOARD FOR THE YEAR THAT THE MATERIALS ARE SCHEDULED TO BE IN CLASSROOMS BEING USED. AND AS I MENTIONED, YOU CAN SEE THERE THE SUBJECT AREAS AND COURSES RELATED TO PROCLAMATION 2024. IN NOVEMBER OF 2023. THE STATE BOARD APPROVED THE FINAL LIST OF INSTRUCTIONAL MATERIALS AVAILABLE AVAILABLE FOR ADOPTION . LAMAR CISD DISTRICT LEADERS REVIEWED THOSE LIST OF MATERIALS AND NARROWED THE VENDORS TO BE CONSIDERED TO ONLY THOSE WHOSE MATERIALS WERE 100% ALIGNED TO THE TEAKS FOR THE CORRESPONDING COURSES. AND STRUCTURAL MATERIALS ADOPTION COMMITTEE MEMBERS, RECOMMENDATIONS WERE COLLECTED FROM CAMPUS PRINCIPALS AND SUBCOMMITTEES WERE FORMED FOR EACH CONTENT, AREA AND LEVEL. IN DECEMBER OF 2023 THE INSTRUCTIONAL MATERIALS, ADOPTION SUBCOMMITTEES FOR SCIENCE, TECHNOLOGY APPLICATIONS AND PERSONAL FINANCIAL LITERACY, CONSISTING OF AT LEAST ONE REPRESENTATIVE FROM EACH CAMPUS RECEIVED TRAINING ON THE INSTRUCTIONAL MATERIALS REVIEW PROCESS. DR LAZAR IN JUST A MOMENT IS GOING TO TALK A LITTLE BIT ABOUT HOW CT WAS HANDLED DIFFERENTLY JUST DUE TO THE NUMBER OF TEACHERS IN CT. CAN COMMITTEE MEMBERS REVIEWED FACILITATED THE REVIEW OF MATERIALS ON THEIR HOME CAMPUS DURING THE MONTH OF JANUARY AND FEBRUARY, AND ALL TEACHERS IN THE APPLICABLE GRADE LEVELS IN SUBJECT AREAS WERE ENCOURAGED TO PARTICIPATE IN THE REVIEW PROCESS AND PROVIDE INPUT TO THE VOTING MEMBERS OF THE I MA COMMITTEE. WE HOSTED A DISTRICT WIDE INSTRUCTIONAL MATERIALS VENDOR SHOWCASE ON JANUARY 30TH FOR TEACHERS, PARENTS AND COMMUNITY MEMBERS, REPRESENTATIVES FROM 13 OF THE VENDORS BEING CONSIDERED FOR ADOPTION WERE ON HAND TO WALK THROUGH THE MATERIALS AND ANSWER ANY QUESTIONS THAT PARTICIPANTS HAVE. AND AT THE END OF FEBRUARY , COMMUNITY MEMBERS MEANT TO VOTE ON THE INSTRUCTIONAL MATERIALS RECOMMENDATIONS THAT YOU HAVE IN YOUR BOARD BOOK. GOOD EVENING. SO AS MISS MARCHENA, UM STATED CT LOOKED A LITTLE BIT DIFFERENT DUE TO THE FACT THAT TYPICALLY THERE FOR A LOT OF OUR CONTENT AREAS. THERE'S ONLY ONE TEACHER PER THAT CONTENT ON EACH CAMPUS. UM SO COMMITTEES FOR CT INSTRUCTIONAL MATERIALS WENT THROUGH THEIR, UM, PROFESSIONAL LEARNING COMMUNITIES. THEIR PL CS, UM, WE VETTED THE MATERIAL WENT THROUGH IT, LIKE MISS MARCHENA STATED MADE SURE THAT IT ALIGNED 100% TO THE CTE TAKES FOR TEXTBOOK ADOPTION. UM, WE EMAILED AND SET UP VIRTUAL MEETING. UM, WITH THOSE VENDORS SO THAT THE VENDORS WERE ABLE TO PRESENT THE MATERIAL TO THE TEACHERS DURING THEIR DISTRICT LED PLC DAYS. UM, AND THEN THEY HAD A DEADLINE OF FEBRUARY TO SUBMIT SUMMARY SHEETS, UM, THAT WERE THEN SENT TO TEACHING AND LEARNING. AND SO AGAIN, THE COMMITTEE RECOMMENDATIONS WERE SHARED WITH THE BOARD AS A FUTURE CONSENT ITEM DURING THE MARCH 19TH MEETING, AND WE ARE HERE THIS EVENING ASKING YOU TO APPROVE THE INSTRUCTION MATERIALS AS RECOMMENDED IN THIS ACTION ITEM. AND WE'RE ALSO TALKING ABOUT TEAKS CERTIFICATION, AND THIS WAS ALSO IN THE CONSENT AGENDA ON THE UM AT THE MARCH MEETING, BUT BECAUSE IT INCLUDES THE SCIENCE RECOMMENDATIONS, WE PULLED THESE TWO ITEMS TOGETHER FOR THE ACTION ITEMS. SO IN ACCORDANCE WITH TEXAS EDUCATION CODE[01:10:03]
31.1011 LOCAL EDUCATION AGENCIES ARE REQUIRED TO CERTIFY ANNUALLY TO THE STATE BOARD OF EDUCATION AND THE COMMISSIONER THAT STUDENTS HAVE ACCESS TO INSTRUCTIONAL MATERIALS COVERING ALL OF THE TEXAS ESSENTIAL KNOWLEDGE AND SKILLS FOR ALL REQUIRED SUBJECTS. DISTRICTS ARE ALSO REQUIRED TO CERTIFY THAT THEY PROTECT AGAINST ACCESS TO OBSCENE OR HARMFUL CONTENT IN COMPLIANCE WITH THE REQUIREMENTS FOR CERTIFICATION UNDER THE CHILDREN'S INTERNET PROTECTION ACT, THE PENAL CODE AND ALL OTHER LAWS AND REGULATIONS, REGULATIONS THAT PROTECT STUDENTS FROM OBSCENE AND HARMFUL CONTENT. THE TEACHER CERTIFICATION SURVEY INCLUDES A SECTION TO ALLOW LE A TO CERTIFY THAT THEY MEET THIS REQUIREMENT. MEMBERS OF TEACHING AND LEARNING DEPARTMENT PARTNER WITH THE TECHNOLOGY DEPARTMENT AND THE PURCHASING DEPARTMENTS TO COMPLETE THE SURVEY PROCESS, AND A COPY OF THE 2024 CERTIFICATION FORM CAN BE FOUND ON YOUR BOARD BOOK FOR YOUR REVIEW AND RATIFICATION. AND WE'LL BE GLAD TO ANSWER ANY QUESTIONS YOU MAY HAVE OR PROVIDE TIME FOR DISCUSSION. SO WHEN YOU TALK ABOUT INSTRUCTIONAL MATERIALS THAT INCLUDES DIGITAL AND HARD COPIES, YES, MA'AM. HOW DO YOU ALL DECIDE? BY GRADE AS TO WHAT YOU DO, OR DIGITAL FOR PRINTS. SO OUR DISTRICT STANDARD IS DIGITAL FOR ALL STUDENTS, UM, AND THEN PRINT. IT DEPENDS ON THE VENDOR AND WHAT'S AVAILABLE? UM SOME PRINT MATERIALS ARE CONSUMABLE. AND SO STUDENTS HAVE CONCEIVABLE ACCESS TO, UM, THEIR OWN BOOKS. SOME BOOKS ARE HARD BOUND AND OFTEN THEN WE DO CLASS SETS FOR STUDENTS TO HAVE ACCESS IN A CLASSROOM. UM BUT DIGITAL WHEN THEY RETURN TO THE RETURN RETURN HOME, UM, BUT IT DOES VARY BY VENDOR WHAT'S AVAILABLE AND SO ONCE MATERIALS ARE APPROVED BY THE BOARD, THEN WORK THROUGH THAT PROCESS WITH THE VENDOR. ANY OTHER QUESTIONS. THANK YOU. MAY I HAVE A MOTION FOR THE BOARD TO APPROVE THE[11.A. Consider approval of instructional materials recommendations ]
INSTRUCTIONAL MATERIALS, ALLOTMENT ANTIQUES CERTIFICATION FOR THE 2024 2025 SCHOOL YEAR.SO THIS IS GONNA BE, UM 11 A AND B TOGETHER. NO. FIRST MOTION. OH, SO WE DO HAVE TO DO THAT ONE. OK, LET ME GO BACK HERE. UM I HAVE A MOTION FOR THE BOARD TO APPROVE THE INSTRUCTIONAL MATERIALS RECOMMENDATION BY THE DISTRICT INSTRUCTIONAL MATERIALS ADOPTION COMMITTEE FOR USE IN K 12 SCIENCE OR CTE CLASSROOMS IN LAMAR CISD. MR HUB MAKES THE MOTION DO I HAVE A SECOND? OK? UM I NOW CALL FOR THE VOTE ALL IN FAVOR, SAY AYE. OK, A POST NONE. MOTION CARRIES. AND THEN

OK NOW, MAY I HAVE A MOTION FOR THE BOARD TO APPROVE THE INSTRUCTIONAL MATERIALS ALLOTMENT ANTIQUES CERTIFICATION FOR THE 2024 2025 SCHOOL YEAR. OK. IS THERE A SECOND? SECOND UM , ANY DISCUSSION I GOT MISS HUDSON? YES. UM NOW CALL FOR THE VOTE ALL IN FAVOR. SAY AYE. UH POST MOTION CARRIES. OUR TRUSTEES WILL BRING, UH, MISS COLE HAMILTON AND, UH, MR[11.C. BUCHANAN BACK TO THE MICROPHONE TO DISCUSS, UH, CENTRAL LEVELING . GOOD EVENING. THANK YOU SO MUCH. OUR TRUSTEES AS A HYPER GROWTH DISTRICT, YOU KNOW, WE EMPLOY SEVERAL TECHNIQUES TO MANAGE OUR ENROLLMENT AND ONE TECHNIQUE THAT WE COULD CONSIDER IS LEVELING AND LEVELING IS WHEN WE LOOK AT OUR CAMPUSES ARE UNDER ENROLLMENT AND OVERCAPACITY AND WE SHIFT SOME THINGS AROUND. WE HAD OUR LEVELING ABC S MEET IN THE MONTH OF FEBRUARY. I THINK MARCH FEBRUARY AND SO THE RESULTS FROM THE COMMUNITY SURVEY THAT WE PUSHED OUT SHOWED THAT 68% PREFERRED OPTION FOR WITH, UM 12% REFERRING OPTION 2 20% PREFERRING OPTION ONE YOU HAD AN OPPORTUNITY TO HEAR FROM THE COMMITTEE CHAIRS, AND THEY SHARE THEIR RATIONALE FOR WHY THEY RANKED, UM, OPTION FOUR AS THEIR PREFERRED OPTION. UM THEY SHARED FEEDBACK WITH YOU REGARDING WHAT THEY FELT ABOUT PROJECTIONS AND THE MAPS AND AT THIS TIME TRUSTEES, WE WILL OPEN IT UP FOR QUESTIONS AND DISCUSSIONS. I JUST WANT TO REMIND THE PUBLIC THAT WE HAVE BEEN DISCUSSING THIS IN THIS BOARDROOM SINCE LAST SUMMER OR VERY SPECIFICALLY SINCE LAST FALL, UM MY ONLY QUESTION ABOUT THE MAP ON OPTION FOUR. IF CAN WE BRING UP THAT MAP? IS THERE'S BEEN A LOT OF, UH TALK ABOUT THE NEIGHBORHOOD RIVERSIDE TERRACE. CAN YOU MR BUCHANAN TALK ABOUT WHAT HAPPENS[01:15:03]
IN THAT NEIGHBORHOOD IF WE APPROVE OPTION FOUR? YES, SIR. RIVERSIDE TERRACE. IS ON THE WEST SIDE OF 723 AND SOUTH OF THE BRAZOS RIVER. IT WOULD SHIFT INTO TRAVIS ELEMENTARY SCHOOL.AND THE REASON FOR THAT IS BECAUSE THERE'S NOT CAPACITY AT JACKSON. IF THE REST OF OPTION FOUR IS CONSIDERED. THAT IS CORRECT. IS IT OVER BY A LOT, OR IS IT PEEKING AT THE I WOULD HAVE TO GO BACK AND RUN THE NUMBERS TO GIVE YOU AN ACTUAL NUMBER, BUT I BELIEVE WHEN WE RAN IT, IT WAS EITHER AT OR IT'S SOMEWHERE RIGHT AT CAPACITY OF THE CURRENT BUILDING WITH NO GROWTH. ALLOWED. NO GROWTH. CAUSE WE DIDN'T HAVE A LOT OF FOLKS SHOW UP ABOUT THAT. BUT WE'VE HAD A FEW AND THEN I'VE GOTTEN SOME EMAILS ABOUT IT AS WELL. I JUST WANT TO MAKE SURE WE'VE WE'VE TRIPLE CHECKED EVERYTHING EVERY POSSIBILITY. IN THE DECISION WE'RE ABOUT TO MAKE HERE. IS ANYBODY ELSE IN THE BOARD CONCERNED? ABOUT ANYTHING ELSE, AN OPTION FOR WERE YOU AT THAT ABC MEETING THE ABC. DID YOU GO TO THESE ONES? YES I FEEL LIKE I REMEMBER THE FIRST ONE.
EXCUSE ME. I FEEL LIKE I REMEMBER. WE THEY TRIED EVERY SINGLE OPTION TO TRY TO KEEP RIVERSIDE TERRACE AT JACKSON AND JUST AT THE END OF THE DAY, COULDN'T FIGURE IT OUT. YES THE PROBLEM IS, AS WE START TO GRAB ALL THE KINGDOM HEIGHTS AND WE SHIFTED IT DOWN. WE NEEDED TO MOVE THOSE STUDENTS OUT OF JACKSON. AND THEN TRAVIS AGAIN WAS ONE OF THE CAMPS THAT IT WAS UNDERUTILIZED. UM THAT BEING ON THE WEST SIDE OF 723. THAT IS A BUS ZONE ANYWAY, UM, BECAUSE IT'S CONSIDERED HAZARDOUS. WE DON'T WANT THOSE STUDENTS WALKING ACROSS, UM 723 INTERSECTION. SO ALL WE'RE DOING IS CHANGING THE BUS ROUTES FROM THERE TO TRAVIS. MS HART. I WAS NOT ABLE TO GO TO THE SECOND OF THE TWO ABC S, BUT I DID GO TO THE FIRST ONE, SO THAT MUST HAVE BEEN DISCUSSED MORE AT THE SECOND. I THINK THERE WAS A LOT OF DISCUSSION OR I'VE HEARD FROM A LOT OF PEOPLE THAT SERVED ON THE COMMITTEE THAT, UM THAT NEIGHBORHOOD, UM AND AS WELL AS A LOT OF THE PARENTS FROM JACKSON DIDN'T FEEL LIKE THEY WERE NOTIFIED, BUT SO I DID ASK DOCTOR NIVENS. TO RUN KIND OF A LITTLE IN AND THERE WAS A LOT OF NOTIFICATION THAT WAS THAT WAS GIVEN TO ALL STUDENTS. YES MA'AM . UM IN ADDITION, I THINK THE PARTICULAR PARENT THAT HAD THAT SENTIMENT, UM, FELT AS IF SHE WASN'T AWARE BECAUSE SOME OF THE OTHER PARENTS HAD BEEN ATTENDING BOARD MEETINGS. AND SO SHE JUST FELT LIKE THEY HAD MORE INFORMATION. NOT NECESSARILY THAT THEY DIDN'T KNOW ABOUT THE ABC. BUT JUST IN ALL THE OTHER OPTIONS, BUT YES, WE CHECK WITH THE PRINCIPAL. IT WAS SENT IN NEWSLETTERS. IT WAS SENT VIA EMAIL AND STUDENTS RECEIVE THAT PACK FLYERS AS WELL. ABOUT THE, UM, SURVEY THAT WENT OUT. THANK YOU. YES, SIR. I'M GONNA MAKE A MOTION THAT WE ACCEPT THE ABC RECOMMENDATION. GO WITH OPTION FOUR. CAN I PAUSE YOU REAL QUICK, AND CAN WE TALK ABOUT THE LIGHT BEFORE WE DO THAT? SECOND OH, OK, BECAUSE THERE'S A SECOND ARE OK. DISCUSSION. SORRY. THE LIGHT. WE HAVE TO TALK ABOUT IT. I KNOW THAT WE HAVE ALL BEEN REACHING OUT TO ELECTED OFFICIALS TEXT DOT OVER AND OVER AGAIN AND WE HAVE NOT RECEIVED A RESPONSE FROM TECH DOT SO CAN YOU JUST KIND OF UPDATE EVERYONE WHERE WE'RE AT? TODAY MATTER OF FACT, I HAD A DISCUSSION WITH THE FORTMAN COUNTY. UH, TRAFFIC ENGINEER. UM, JUST SAYING, HEY, CAN YOU GIVE ME AN UPDATE BEFORE THE BOARD MEETING TONIGHT? UM, SOME DISCUSSIONS THAT WE'VE HAD IS WHEN THE ORIGINAL DEVELOPMENT WAS PUT IN. THEY HAD A TRAFFIC STUDY DONE, JUST LIKE ALL IMPACTED. UH, NEIGHBORHOODS DO, UM, ACCORDING TO HIM, THE TRAFFIC IMPACT STUDY SAID THAT THERE SHOULD HAVE BEEN A LOT INSTALLED. UH, WHY TECH START DIDN'T REQUIRE THAT AT THAT POINT IN TIME. WE DON'T KNOW WHAT WHAT THAT REASONING WAS BEHIND IT. UM WE HAVE REACHED OUT TO TECH STOCK TO SAY WHEN THE PART OF THE WIDENING OF 723 WHAT WOULD HAPPEN AT THAT INTERSECTION AND WE HAVEN'T GOTTEN FULL CLARIFICATION THAT EVEN WHEN IT WIDENS THAT THERE'LL BE A LIGHT INSTALLED SO THEY HAVEN'T EVEN TEXTILE HAS NOT VERIFIED US. A LIGHT WILL BE INSTALLED THERE EVER. UM AND WE HAVEN'T GOTTEN A TIMELINE FROM THEM. WE DO KNOW THAT THE WIDENING OF 723, ACCORDING TO TEXTILE IS SCHEDULED TO BE COMPLETED IN APRIL OF 2029. UM AGAIN. THAT'S WHAT THE WEATHER LS OR ANYTHING ELSE KIND OF DELAYS IN THAT, SO BECAUSE OF THAT, I IF YOU FIGURE EVEN IF IT IS IN THERE, IT MAY BE THREE OR FOUR YEARS FROM NOW, BEFORE, UM, THAT LIGHT WOULD GET INSTALLED. UH, FOR THE PUBLIC'S INFORMATION , I HAVE PERSONALLY SPOKE TO A REPRESENTATIVE JON'S OFFICE REPRESENTATIVE GATES OFFICE, AND THEN TODAY I SPOKE TO A REPRESENTATIVE FROM UH SENATOR COKER'S OFFICE ABOUT GETTING INVOLVED IN TRYING TO HOW DO WE
[01:20:03]
ADVOCATE ON BEHALF OF OUR DISTRICT TO THOSE OFFICES AND SO WITH, UH, MISS GIBSON THAT I SPOKE WITH TODAY, UM, I TALKED TO DR NIVENS AND WE'RE GOING TO SUBMIT, UM, OUR TIMELINE EVERYTHING WE HAVE DONE TO SENATOR COKER, UM AND THEN THE REPRESENTATIVE THAT I SPOKE TO SAID THAT SHE WILL HAND DELIVER TO THE SENATOR HERSELF SO THAT WE CAN MAKE SURE THAT OUR COMMUNITY AND OUR RESIDENTS ARE HEARD ABOUT THE NEED FOR THIS LIGHT IN OUR COMMUNITY. ANY OTHER COMMENTS. HM? AT. UH, THIS IS THE TIME IN THE MEETING WHERE THE PUBLIC HAS AN OPPORTUNITY TO PARTICIPATE. MS. JOHNSON. IS THERE ANY PUBLIC PARTICIPATION? UM OUR SPEAKERS ARE TARA PETTY AND VANESSA MASTERS.GOOD EVENING TRUSTEES AND, UH, DOCTOR NIVENS. WE ARE AGAIN ASKING FOR THE BOARD TO CONSIDER THE APPROVAL OF OPTION FOUR FOR THE CENTRAL LAMAR LEVELING. THIS IS THE OPTION THE ABC HAS RECOMMENDED FOR THE FOLLOWING REASONS. OK? SO UM, OPTION FOUR GIVES THE MAXIMUM RELIEF TO FROSTS. UM OPTION FOUR ALSO HAS THE LEAST AMOUNT OF DISRUPTIONS TO THE CENTRAL LAMAR DIVISION.
IT ALSO KEEPS THE NEIGHBORHOODS TOGETHER. OPTION FOUR. ALSO BEST ALIGNS WITH THE LEVELING OBJECTIVES AND CRITERIA. UM FOR INSTANCE, BETTER ALIGNING NEIGHBORHOODS TO SCHOOLS, UM, KEEPING THE NATURAL BOUNDARIES SUCH AS NOT CROSSING OVER A RAILROAD, UM, KEEPING, UM STUDENTS. CLOSER TO SCHOOLS VERSUS DRIVING 8.6, MILES VERSUS 2.8 MILES. IT ALSO AVOIDS A NEIGHBORHOOD FROM BEING REZONED THAT WAS PREVIOUSLY REZONED. A COUPLE YEARS BACK. ALSO AUSTIN IS NOWHERE NEAR CAPACITY. AND UM WE AT RIVER'S EDGE WOULD LIKE TO STAY A PART OF AUSTIN TO HELP IT NOT BE FURTHER UNDERUTILIZED. UM WE ALSO JUST HEARD THE COMMENTS. WE WERE IN THE CENTRAL LAMAR ABC AND THE NEIGHBORHOOD OF RIVERSIDE TERRACE WOULD BE MOVED IN EVERY MAP THAT WAS PROVIDED FOR US. UM, BUT WE DID GO OVER THAT, UM, IN DETAIL AT THAT MEETING, IT WAS ABOUT 61 STUDENTS. 61 STUDENTS FROM THAT SCHOOL. UM, THAT WOULD HAVE TO BE RELOCATED TO THE SCHOOL. OUT OF JACKSON TO THE SCHOOL CLOSER BACK. AND I THINK THAT'S ALRIGHT. OK? THANK YOU. OK SO WE HAVE A MOTION AND A SECOND ANY FURTHER DISCUSSION. MHM. UM ALL IN FAVOR, SAY AYE. UH, A POST.
MOTION CARRIES. YOU OK? OUR TRUSTEES. NEXT WE HAVE, UH, MRS COLE HAMILTON AGAIN AND MR

THEY LOOKED AT THE SURVEY DATA AND THEY SPOKE TO YOU ALL LAST MONTH , LETTING YOU KNOW THAT THEY RANKED UM, OPTION THREE AS THEIR PREFERENCE IN OPTION ONE WAS, UH, CAME IN SECOND FOR THEM. AND OPTION THREE. IT'S ON THE SCREEN. THIS COMMITTEE ALSO DID NOT ELECT TO CREATE AN ADDITIONAL OPTION, AND AT THIS TIME TRUSTEES WILL OPEN IT FOR ANY QUESTIONS OR DISCUSSIONS.YOU MAY HAVE. ANY QUESTIONS, NO DISCUSSION. I JUST WANT TO REITERATE. SAME THING BECAUSE WE LIVE THIS AND WE'VE BEEN DOING THIS FOR MONTHS, BUT A LOT OF PEOPLE ARE TUNING IN FOR THE FIRST TIME. THEY DON'T HEAR THIS INFORMATION. THIS BOARD AND THIS ADMINISTRATION AND THE AND THE PUBLIC. IT'S BEEN ENGAGED HAS BEEN DOING THIS SINCE THE FALL, SO THESE ARE NOT FLY BY NIGHT DECISIONS WE'RE MAKING TO, UH, UPSET ANYBODY PURPOSELY, AND WE HAVE LOOKED AT ALL THE DIFFERENT ANGLES I FEEL AND I FEEL VERY, UH, COMFORTABLE WITH THE A B C'S RECOMMENDATION. OK? SO WHICH

OPTION TO SOMEONE WANT TO MAKE A MOTION. OPTION THREE. I'LL MAKE A MOTION THAT WE, THE BOARD APPROVE. ABC RECOMMENDATION OF OPTION THREE. OK? LET'S SEE. UM MOTION. IS THERE A SECOND? I AM PLEASED TO ANNOUNCE THAT MEMBERS HAVE EXCEEDED THE MINIMUM REQUIRED AMOUNT OF CONTINUING EDUCATION BOARD MEMBER HOURS ARE AS FOLLOWS MANDY BRANZELL 32.75 HOURS KAY DANZIGER 46.25 HOURS, JOE HUB 13 HOURS. NEXT WE WILL HAVE THE, UH TOMAS HIGH SCHOOL LEGACY EXEMPTION APPLICATION INFORMATION. I'LL BRING UP UH UH, OUR EXECUTIVE DIRECTOR OF ATHLETICS COACH GABBERT. DENZEL DOCTOR NEVINS AND TRUSTEES. I AM HERE TO PRESENT THE INFORMATION REGARDING THE TOMAS LEGACY EXEMPTION APPLICATION. SO ON JANUARY 18TH WE BROUGHT TOGETHER STAKEHOLDERS TO SHARE CONCERNS AS WELL AS PROVIDE INPUT ON THE PREVIOUS POLICIES. THE COMMITTEE WAS CHALLENGED TO FORMULATE POLICIES THAT THEY BELIEVE WOULD BEST BENEFIT BOTH THE INITIAL SCHOOL AS WELL AS THE NEWLY REZONED SCHOOL. SO DIRECTORS AND STAFF IDENTIFIED A GROUP OF PARENTS AND STAFF EMAILED INVITATIONS TO THE INITIAL LEGACY POLICY COMMITTEE MEETING IN ORDER TO REVIEW THE TWO PREVIOUS POLICIES TOGETHER FEEDBACK INPUT AND FORMULATE AN INITIAL POLICY. SO OF THE STAFF AND PARENTS IN LC, ID ADMINISTRATORS. THOSE WERE ALL PRESENT AND OF THE INVITED PARENTS. THE BOTTOM TWO WERE PRESENT. FROM THERE. WE HAD A TOWN HALL LEGACY MEETING. WE HAD THAT AT FOSTER HIGH SCHOOL ON FEBRUARY 1ST. THE INFORMATION WAS COMMUNICATED THROUGH CAMPUS SOCIAL MEDIA PRINCIPAL COMMUNICATION ABOUT THE TOWN HALL MEETING. PRINCIPALS FROM FOSTER AND FULLER WERE IN ATTENDANCE AS WELL AS APPROXIMATELY 50 PARENTS. THE PRESENTATION WAS GIVEN TWICE DURING THAT TIME, FOLLOWED BY AN OPEN FORUM TO ANSWER QUESTIONS AND ADDRESS CONCERNS. THE PLAN GOING FORWARD IS TO HAVE THE TOMAS LEGACY APPLICATION PROCESS HANDLED ELECTRONICALLY. PARENTS WILL SUBMIT ONLINE WE WILL BE REACHING OUT TO CAMPUSES TO HELP PROVIDE INSTRUCTIONS WITH HOW WE CAN ASSIST INDIVIDUALS THAT MAY NOT HAVE ELECTRONIC ASSETS ACCESS TO THE FORMS. AS FAR AS THE REQUIREMENTS FOR LEGACY TRAININGS OR REQUIREMENTS FOR LEGACY APPLICATION. THE LEGACY APPLICATION REQUIREMENTS FOR TEAM SPORTS. THE REQUIREMENTS ARE THAT THEY HAVE TO PLAY IN 75% OF THE GAMES OR THAT THEY HAVE TO PARTICIPATE IN A PLAYOFF GAME, AND THEY MUST HAVE ATHLETIC DIRECTOR DIRECTOR APPROVAL AS WELL. SO, FOR EXAMPLE OF THIS IF YOU HAVE A VOLLEYBALL PLAYER THAT PLAYS IN 23 OUT OF 30 OF THE GAMES, THEY WOULD MEET THE REQUIREMENTS OR IF THEY WERE TO CALL UP TO BE VARSITY LATER ON IN THE YEAR BECAUSE OF THEIR DEVELOPMENT AND PLAYING IN A PLAYOFF GAME, IT WOULD BE ELIGIBLE. AND OUR INDIVIDUAL SPORTS. THE LEGACY APPLICATION REQUIREMENTS FOR THE INDIVIDUAL SPORTS ARE TO PARTICIPATE IN THE DISTRICT TOURNAMENT OR MEET AND THAT THEY MUST HAVE ATHLETIC DIRECTOR APPROVAL AS WELL. A LOT OF THIS GOES BACK TO THE NUMBER OF PARTICIPANTS THAT ARE INVOLVED.IT'S A LOT SMALLER NUMBER THAN A TEAM SPORT. AN EXAMPLE OF THIS IS IF YOU HAVE A CROSS COUNTRY STUDENT ATHLETE THAT PARTICIPATES AT THE VARSITY LEVEL IN THE DISTRICT CROSS COUNTRY MEET, THEY WOULD BE ELIGIBLE FOR THIS EXEMPTION. A R EU IL ACTIVITY EXEMPTION FOR
[01:30:05]
PERFORMING ARTS FOR THEATER THE FOR THE SECONDARY STUDENT HANDBOOK, AND THEY MUST HAVE PERFORMING AND VISUAL ARTS DIRECTOR APPROVAL AS WELL. FOR PERFORMING ARTS BAND CHOIR AND ORCHESTRA. THEY HAVE THEY HAVE TO HAVE SIX MUSIC LETTERING POINTS PER THE SECONDARY STUDENT HANDBOOK. AND THEY MUST HAVE THE PERFORMING AND VISUAL ARTS DIRECTOR APPROVAL AS WELL. AND YOU TELL ACADEMICS. THE LEGACY REQUIREMENTS ARE THAT THEY MUST PLACE FIRST THROUGH THIRD, AN INDIVIDUAL EVENT OR FIRST AS A TEAM ADVANCING TO REGIONAL'S, AND THEY MUST HAVE THE DIRECTOR OF ADVANCED ACADEMICS, APPROVAL AS WELL. THE APPLICATION FOR APPROVAL APPROVAL REQUIREMENTS.THERE WAS REASONS FOR SOME OF THE CHANGE THE APPLICATION STANDARDS HAVE BEEN ENHANCED, AND THOSE ARE ENHANCED TO ADEQUATELY ADDRESS THE HYPER GROWTH AND MAXIMIZE THE OPENING OF THOMAS BUT ALSO RELIEVE THE PRESSURE OF BOTH FOSTER AND FULL SCHER. WE'VE EXCLUDED THE SIBLING TRANSFER EXEMPTION TO ALIGN WITH THE FIFTH GRADE POLICY AND THE JUNIOR NON U L PARTICIPANT FAST POLICY, FOR EXAMPLE, IF A SOPHOMORE FOSTER BAND STUDENT THAT HAD EARNED SIX POINTS PER THE SECONDARY STUDENT HANDBOOK, THEY COULD UTILIZE THE BAND EXEMPTION TO REMAIN AT FOSTER WHILE THEIR FRESHMAN SIBLING WHO IS NOT A VARSITY PARTICIPANT WOULD BE REZONED TO THE APPROPRIATE ATTENDANT ZONE. FOR THE APPROVAL REQUIREMENTS. PARENTS WILL BE ABLE TO SUBMIT ONLINE AS WELL AS INCLUDE ADDITIONAL DOCUMENTATION TO SUPPORT THEIR CAUSE FOR THE LEGACY TRANSFER. ONCE GRANTED, THE STUDENT IS CONSIDERED A TRANSFER STUDENT. THEY WILL FALL UNDER THOSE GUIDELINES IN THE BOARD POLICY. IF THE STUDENTS GRADES, ATTENDANCE OR DISCIPLINE BECOME AN ISSUE, THE EXEMPTION COULD BE REVOKED THE EXCLUDED SIBLING TRANSFER ALIGNED WITH THE FIFTH GRADE POLICIES WELL, AND IT ALLOWS FOR THE MAXIMUM POTENTIAL TO YOU LAST THOMAS FOR RELIEF. THE TRANSPORTATION TO REMAIN AT THE CAMPUS MUST BE PROVIDED BY THE FAMILY. THE TIMELINE FOR THE APPLICATION PROCESS. THERE'S GOING TO BE TWO APPLICATION PROCESSES BECAUSE OF THE WAY THAT TIMELINE WORKS WITH YOU. L IT'S THE FIRST APPLICATION WILL OCCUR AROUND FEBRUARY. IT WILL INCLUDE THINGS THAT TAKE PLACE BOTH NEXT YEAR AS FAR AS SCHOOL UP UNTIL FEBRUARY. AND THEN THAT WILL LEAD THROUGH THE WINTER EVENTS. THE SECOND APPLICATION WOULD BE FEBRUARY THROUGH SPRING. IT WOULD BE LATER IN THE SPRING TOUR REQUIRE THOSE LATE U L AND ACADEMICS AND BOTH BASEBALL SOFTBALL THINGS LIKE THAT END UP IN THE SPRING THAT WILL BE OCCURRING IT QUESTIONS FOR DISCUSSION. COME JUST HAVE ONE QUESTION OR SO OF A PARENT TAKES THE TIME AND DOES ALL THE WORK AND IT GETS DENIED. IS THERE A WAY FOR THEM TO APPEAL OR IS IT? EVERYTHING'S FINAL. YES, MA'AM. THERE WILL BE AN APPEAL PROCESS STILL GO THROUGH A GRIEVANCE PROCESS. OKAY, SO THANK YOU. BUT THAT THAT THAT APPEAL WON'T MAKE IT TO THE BOARD LEVEL SO THAT THAT THAT WILL STOP AT THE DESK OF THE PERFORMING ARTS DIRECTOR OR THE EXECUTIVE DIRECTOR. THANK YOU. THAT'S KIND OF WHERE I WAS GOING. YES, YES, MA'AM. THANK YOU. ALRIGHT NEXT TRUSTEES, WE

SESSION PURSUANT TO TEXAS GOVERNMENT CODE SECTIONS. 551.071551 0.072551, 0.074 AND 551.08 TO THE OPEN MEETINGS ACT TO DISCUSS PERSONNEL, LAND WE'RE NOW BACK IN OPEN SESSION.IT IS 8:43 P.M. I MOVED TO THE BOARD OF TRUSTEES APPROVE THE SUPERINTENDENT'S AMENDED EMPLOYMENT CONTRACT AS DISCUSSED IN CLOSED SESSION. HAVE A SECOND FOR THAT. DANCING IN HER SECONDS ALL IN FAVOR, SAY AYE. IN YOUR POST. NO MOTION PASSES. OK? ARE THERE ANY FUTURE AGENDA ITEMS THE BOARD WOULD LIKE TO ADD. YES, SIR. I. I SUBMITTED A, UH, POLICY UPDATE TO THE SCHOOL NAMING PROCESS THAT WE HAVE HERE IN LAMAR, UH, SEVERAL MONTHS AGO. AND I WAS HOPING TO SEE IT ON THE AGENDA BY NOW, SO I'M KIND OF CURIOUS OF THE STATUS OF THAT THROUGH THE POLICY COMMITTEE. SO I'D LIKE TO SEE IT ON THE MAY OR JUNE BOARD AGENDA.
CAN I TALK? SURE. YEAH UM, WE'VE BEEN WORKING ON TWO VERY BIG POLICIES AND WE AS A COMMITTEE MADE A DECISION THAT WHEN IT WAS GETTING CLOSE TO NAMING, UH, SCHOOLS AGAIN, WE WOULD TAKE THAT UP. AND DR NIVENS IS GOING TO LET US KNOW WHEN THAT WAS SO, UM, THAT IS GIVE US A LITTLE BIT MORE TIME BECAUSE WE'RE FINISHING UP ANOTHER POLICY THAT WE'RE WORKING ON. AND THEN IF WE NEED TO TAKE IT UP OVER THE SUMMER OR THE BEGINNING OF FALL BECAUSE I DON'T THINK WE'RE GONNA BE DOING THE NAMING. FOR ANOTHER. WHAT DO YOU SAY? YEAH. I WOULD LIKE THIS POLICY TO BE TAKEN UP AND DISCUSSED AND SENT TO THE FULL BOARD. THE FULL BOARD COULD SURELY, UH REJECT MY PROPOSALS, BUT I DON'T SEE ANY REASON TO WAIT JUST HAPHAZARDLY TO YOU KNOW ANOTHER YEAR OR SO JUST BECAUSE WE'RE NOT NAMING PROCESS, SO, UH, WE CAN WALK AND CHEW GUM AT THE SAME TIME, AS DR NIVENS LIKES TO SAY. AND WE ALL SPEND A LOT OF TIME GOING TO VOLUNTEER EVENTS IN THE POLICY COMMITTEE AS A VOLUNTEER OF THINGS, SO I, I THINK THERE'S PROBABLY PLENTY OF OPPORTUNITY
[01:45:01]
TO HAVE IT THOROUGHLY DISCUSSED. UM WELL. WELL, MAYBE WE COULD JUST WE CAN DISCUSS IT AS A POLICY COMMITTEE. NEXT TIME WE MEET THAT WOULD BE A GREAT RECOMMENDATION AND THEN FROM THERE. YOU KNOW?
